The Civil Procedure (Amendment) (EU Exit) Rules 2019

These Rules amend Part 79 of the Civil Procedure Rules 1998 (S.I. 1998/3132) to extend existing procedures to challenges to sanctions-related decisions made under the Sanctions and Anti-Money Laundering Act 2018 (c. 13) (“the 2018 Act”). Section 40 of the 2018 Act enables rules of court to be made which allow the closed material procedure provided for in the Counter-Terrorism Act 2008 (c. 28) to be used in respect of legal challenges to decisions made under Part 1 of the 2018 Act; for example, challenges to decisions of the Secretary of State or the Treasury designating persons for certain sanctions purposes set out in the 2018 Act and Regulations to be made under that Act. In the course of any such challenge the government will be able to apply to the court for sensitive material to be disclosed only to special advocates and the court, on the basis of this being in the public interest.

The Plant Health (Wales) (Amendment) Order 2019 / Gorchymyn Iechyd Planhigion (Cymru) (Diwygio) 2019

This Order amends article 19 of the Plant Health (Wales) Order 2018 which applies to certain plants intended for planting, which have been grown or are suspected to have been grown in another member State or in Switzerland. It requires the importer of any such plants to notify an authorised inspector in writing of their landing no later than four days after the date of their landing in Wales. The amendment extends these requirements to plants of Olea europaea L.

The Equality Act 2010 (Statutory Duties) (Wales) (Amendment) (EU Exit) Regulations 2019 / Rheoliadau Deddf Cydraddoldeb 2010 (Dyletswyddau Statudol) (Cymru) (Diwygio) (Ymadael â’r UE) 2019

These Regulations are made in exercise of the powers conferred by section 11 of, and paragraph 1(1) of Schedule 2 to, the European Union (Withdrawal) Act 2018 (c. 16) in order to address a failure of retained EU law to operate effectively arising from the withdrawal of the United Kingdom from the European Union.

The Export Control (Amendment) (EU Exit) Regulations 2019

These Regulations are made in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16) and section 1(5) and 2(5) of the Export Control Act 2002 (c. 28). The powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 are exercised in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under paragraph (a), (c), (d) and (g) of section 8(2) of that Act) arising from the withdrawal of the UK from the European Union.

These Regulations amend the Education (Student Support) Regulations 2011 (S.I. 2011/1986) (“the Student Support Regulations”), the Student Fees (Qualifying Courses and Persons) (England) Regulations 2007 (S.I. 2007/778), the Education (Fees and Awards) (England) Regulations 2007 (S.I. 2007/779), the Education (Student Support) (European University Institute) Regulations 2010 (S.I. 2010/447), the Further Education Loans Regulations 2012 (S.I. 2012/1818), the Education (Postgraduate Master’s Degree Loans) Regulations 2016 (S.I. 2016/606), the Higher Education (Fee Limit Condition) (England) Regulations 2017 (S.I. 2017/1189) and the Education (Postgraduate Doctoral Degree Loans and the Education (Student Loans) (Repayment) (Amendment) (No. 2) etc.) Regulations 2018 (S.I. 2018/599).
