These Regulations are made in exercise of the powers conferred by section 8(1) of, and paragraph 21(b) of Schedule 7 to, the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(b), (c), and (g) arising from the withdrawal of the United Kingdom from the European Union.

A Bill to require the holding of a referendum in which one option is to endorse the agreement between the United Kingdom Government and the European Union on the United Kingdom’s withdrawal from the European Union and the other option is for the United Kingdom to continue to be a member of the European Union; to require the Prime Minister to seek an extension of the period of two years specified in Article 50(3) of the Treaty on European Union to a period ending after that referendum; and for connected purposes.
