This Order is made as a consequence of a review under sections 150 and 151A of the Social Security Administration Act 1992 (c. 5) (“the Administration Act”) and includes details of the sums mentioned in those sections. The Order does not deal with the benefits which were frozen by the Welfare Reform and Work Act 2016 (c. 7).

These Regulations are made under the Sanctions and Anti-Money Laundering Act 2018 (c.13) to establish a sanctions regime to further the prevention of terrorism in the United Kingdom and elsewhere and to implement the United Kingdom’s international obligations under resolution 1373 (2001) adopted by the Security Council of the United Nations on 28th September 2001 (“resolution 1373”).

These Regulations are made in exercise of the powers in section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16) (“EUWA”) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(c) of the EUWA) arising from the withdrawal of the United Kingdom from the European Union. The Regulations extend to the whole of the United Kingdom.

These Regulations amend sections 18 to 23 (modification of PSV requirements in relation to vehicles used for certain purposes) of the Transport Act 1985 (“the 1985 Act”) in order to clarify the effect of Regulation (EC) No. 1071/2009 of the European Parliament and of the Council of 21 October 2009 establishing common rules concerning the conditions to be complied with to pursue the occupation of road transport operator and repealing Council Directive 96/26/EC (“the 2009 Regulation”).
