This Order is the first commencement order made by the Welsh Ministers under the Renting Homes (Fees etc.) (Wales) Act 2019 (“the Act”).

Y Gorchymyn hwn yw’r gorchymyn cychwyn cyntaf a wnaed gan Weinidogion Cymru o dan Ddeddf Rhentu Cartrefi (Ffioedd etc.) (Cymru) 2019 (“y Ddeddf”).

The Allocation of Housing and Homelessness (Eligibility) (Wales) (Amendment) (No 2) Regulations 2019 / Rheoliadau Dyrannu Tai a Digartrefedd (Cymhwystra) (Cymru) (Diwygio) (Rhif 2) 2019

These Regulations amend the provisions of the Allocation of Housing and Homelessness (Eligibility) (Wales) Regulations 2014 (S.I. 2014/2603 (W. 257)) (“the 2014 Regulations”), which prescribe the classes of persons subject to immigration control who are eligible for housing assistance under sections 66, 68, 73 and 75 of the Housing (Wales) Act 2014 (2014 anaw 7), as well as the classes of persons from abroad, not subject to immigration control, who are ineligible for housing assistance under that Act. For these purposes, ‘person subject to immigration control’ has the meaning given in section 13(2) of the Asylum and Immigration Act 1996 (c. 49).

Mae’r Rheoliadau hyn yn diwygio darpariaethau Rheoliadau Dyrannu Tai a Digartrefedd (Cymhwystra) (Cymru) 2014 (O.S. 2014/2603 (Cy. 257)) (“Rheoliadau 2014”), sy’n rhagnodi’r dosbarthiadau o bersonau sy’n ddarostyngedig i reolaeth fewnfudo sy’n bersonau sy’n gymwys i gael cymorth tai o dan adrannau 66, 68, 73 a 75 o Ddeddf Tai (Cymru) 2014 (2014 dccc 7), yn ogystal â’r dosbarthiadau o bersonau o dramor, nad ydynt yn ddarostyngedig i reolaeth fewnfudo, sy’n anghymwys i gael cymorth tai o dan y Ddeddf honno. At y dibenion hyn, mae i “personau sy’n ddarostyngedig i reolaeth fewnfudo” yr un ystyr ag a roddir i “person subject to immigration control” yn adran 13(2) o Ddeddf Lloches a Mewnfudo 1996 (p. 49).

The Children and Social Work Act 2017 (Transitional and Savings Provisions) (Social Workers) Regulations 2019

Part 2 of the Children and Social Work Act 2017 (“the Act”) made changes to the way in which social workers in England are regulated. In particular, the Act established a body corporate, Social Work England (“SWE”), as the regulator of social workers in England in place of the Health and Care Professions Council (“HCPC”), and made provision for various functions related to the regulation of social workers to be transferred to SWE.

The Welfare Reform Act 2012 (Commencement No. 33) Order 2019

This Order brings into force, on the day after it is made, the remaining regulation-making powers in Schedule 6 to the Welfare Reform Act 2012 (c. 5). The Schedule enables the Secretary of State to make provision by regulations for the purpose of, or in connection with, replacing existing benefits (see section 33 of that Act, which specifies the “existing benefits” that are to be replaced) with universal credit.
