Drawing on evidence from over 100 employers, local authorities and universities, HS2: Getting the best out of Britain, highlights the regional strengths of highly skilled manufacturing clusters, universities and research centres, and cutting edge technology entrepreneurs, but warns that more needs to be done to draw them together and realise their full potential in the modern economy.

David Higgins, Chairman of High Speed Two (HS2) Ltd, said:

This report is the evidence that HS2 will boost productivity in the North and Midlands. This is a once in a generation opportunity to join up and amplify the many centres of excellence around the country, as we prepare to exit the European Union.

By improving the connectivity between our major population centres, HS2 will give businesses access to the skills, labour and services they need to change the economic geography of the country.

The report shows that world-leading skills and research in the north and midlands can match that of London and the South-East. Cities and regions in the North and Midlands account for 32% of the UK’s research staff working in universities with high quality research, compared to 35% in London and the South-East, and high quality universities produce thousands of graduates every year.

Despite this, employers in the North are still held back by a lack of access to skills, with 30% of businesses in Manchester citing lack of skills as a barrier to growth. At the same time London continues to attract graduates from around the country with nearly half of its population at NVQ4 qualification level or above, compared to a UK average of 37%.

The report, to be launched at an event in Nottingham today, demonstrates that by joining up the major conurbations around the country, HS2 will enable a greater pooling of people and capital around the regions of the UK. This connectivity will enable businesses in the North and Midlands to gain better access to new markets, investments, and become more globally attractive.

Chris Grayling MP, Secretary of State for Transport, said:

This study clearly shows transport investment is crucial to a strong and resilient economy. That’s why we are investing in all forms of transport including the biggest rail modernisation programme for over a century to improve services for passengers, providing faster and better trains with more seats.

As Britain’s new railway, HS2 will deliver vital links between some of our country’s biggest cities, driving economic growth and productivity and helping to deliver the government’s Industrial Strategy.

By bringing our major cities, regions and communities closer together we are encouraging business and innovation and building a Britain that is fit for the future with a stronger economy and fairer society.

In addition, the study finds that by bringing major cities closer together, HS2 would further support the distribution of the business and professional services market around the whole country, which makes up over 10% of the UK economy. With office costs up to 80% cheaper in the North compare to London, and salaries up to 40% lower, huge efficiency savings can be made. It is estimated that relocating a 50 person skilled legal back office from the City of London to Liverpool could achieve annual savings of £1 million.

Comparing London’s highly-efficient transport network with the connectivity that exists within and between city regions in the North and Midlands, the study argues that there is a direct link between productivity and connectivity.

Sir John Peace, Chairman of Midlands Engine and Midlands Connect, said:

The Midlands economy is built on a strong advanced manufacturing base and is enhanced by a wide range of sectoral strengths, universities and research centres. Midlands Connect and Midlands Engine are seizing on the once in a generation opportunity HS2 brings to drive growth for the region, through improved connectivity within the region as well as beyond. We will create a thriving environment for businesses to flourish and HS2 is critical for us to do that.

HS2 is arguably the greatest business opportunity to hit the midlands in decades, benefitting both the East and West Midlands and collectively we need to be HS2-ready.

Richard Wright, Executive Director Sheffield Chamber of Commerce & Industry, said:

Sheffield, and the region around it, has a strong tradition as suppliers of products to manufacturers in other parts of the country, who produce export goods that the country relies on heavily. We are being held back by poor rail connectivity and capacity on routes to London, Leeds and Manchester in particular. HS2, properly integrated with the plans of Transport for the North, helps us address those issues.

Professor Clive Roberts, Director of the Birmingham Centre for Railway Research and Education, University of Birmingham, said:

High Speed Rail has the potential to transform the regions and cities it interconnects. Lines in Taiwan, Korea and France have helped to distribute economic growth by attracting and helping to create new high value jobs through improved transport opportunities. The plans being put in place by HS2, local authorities and business communities will help ensure that similar success is achieved in Britain.

HS2 will serve around 30 million people and directly serve 25 stations, joining up the dots between where we are now, and where we could get to as a country. A combination of more capacity and better connectivity will improve accessibility, and, therefore, productivity in the North and Midlands at the same time as easing the pressure on London.

The hard work and dedication of Wales’ servicemen and women and those who support them will be recognised at the Armed Forces in Wales awards today (30 Nov).

Secretary of State for Wales Alun Cairns will deliver a keynote speech and present the main award of the evening at the prestigious event in Cardiff City Stadium.

Now in their fifth year, the awards honour the accomplishments and professionalism of our servicemen and women, as well as employers and individuals who work tirelessly to support our Service personnel.

The UK Government has put defence at the heart of its vision for a Global Britain. Earlier this year, the UK Government announced that the tenth Armed Forces Day national event in 2018 will take place in and around Llandudno in the borough of Conwy, North Wales. And with 2,000 troops and over 1,000 MoD civilian staff based here, Wales is at the heart of the UK’s Defence.

From the battlefields of Flanders to the deserts of Afghanistan, Welsh servicemen and women have served in our Armed Forces for the last century with distinction and commitment.

The Armed Forces in Wales Awards provide us with the opportunity to show our appreciation and pride for our soldiers, sailors and air personnel who sacrifice so much for others.

Our debt of gratitude also extends to the families and friends they leave behind but who contribute so much. I am privileged to have the opportunity to celebrate their invaluable contribution to the defence of our nation and I am humbled and honoured to be in their company this evening.

The event will also recognise employers who have made an outstanding commitment to support the Armed Forces.

The Employer Recognition Scheme (ERS) Awards recognise employers who actively support the Armed Forces community in their workplace and also encourage others to follow their lead.

Mr Cairns added:

The companies nominated tonight have shown outstanding commitment to supporting members of the Armed Forces, veterans, and their families.

They have taken meaningful steps to ensure the Defence community are not disadvantaged by the sacrifice they make in helping keep this country safe. The actions of these employers make it crystal clear that regardless of size, location, or sector, employing people with military skills is good for business.

Prime Minister Theresa May:

Scotland has a special place at the heart of our precious union of nations.

And today, on St Andrew’s Day, it is right that we should come together to celebrate everything that Scotland stands for and all that Scotland contributes to our United Kingdom and to the whole world.

For that is the breadth of Scotland’s influence.

From the creativity and ingenuity of Edinburgh’s Festivals, three of which celebrated their 70th anniversary this year as some of the world’s greatest arts events – to Dr Richard Henderson who has become the 14th Scot to be awarded the Nobel Prize.

From the UK’s life-saving humanitarian efforts co-ordinated from East Kilbride to the factory in Falkirk making iconic double-decker buses that are sold to Mexico City.

From Scotland’s defence industry, making world-leading warships on the Clyde, to Scottish food and drink enjoyed the world over.

And I am proud that as Prime Minister of our United Kingdom, the government I lead is committed to doing everything possible to support Scotland’s continued success.

That includes investing over £1 billion in City Deals that have backed projects from five new technology innovation hubs and the new concert venue in Edinburgh, to the V&A opening in Dundee next year.

And it is that partnership between all the nations of the United Kingdom that makes us even stronger.

So today, let us take confidence from the contribution that Scotland will make in helping the United Kingdom to secure a bold, confident and prosperous future as a truly global nation.

And to all Scots, wherever you are in the world today, I wish you all a very happy St Andrew’s Day.

The Prime Minister will today make a new long-term commitment to work with Jordan as it seeks to transform its economy to make it more inclusive and provide jobs and opportunities for all Jordanians.

Following on from her visit to Iraq where the Prime Minister discussed the success of the military campaign against Daesh, she will make the case in Jordan today for going beyond militarily addressing Daesh to tackling its root causes, including by creating social and economic opportunities for all.

The UK will initially provide £94.5 million to improve education, create jobs, and boost Jordan’s long-term economic resilience. We will then look to provide a significant uplift in our funding over the coming years, as Jordan implements its ambitious reform programmes, including making the private sector a particular engine of growth.

The UK’s support will:

• provide £60 million in new investment grants to create new jobs, boost productivity and increase economic resilience
• help to construct critical infrastructure, benefitting millions of people and creating thousands of jobs
• get 10,000 Jordanians into apprenticeships or vocational skills training
• improve education quality for millions of Jordanian children, building the workforce of the future

The UK will mobilise partnerships between British and Jordanian businesses, helping Jordan to kick-start its economy and creating private sector jobs. The Prime Minister will offer public and private sector expert advice, including from University of Oxford and London School of Economics economists, and establish a new UK-Jordan policy dialogue on economic reform, led by senior officials.

Providing this kind of support is firmly in the UK’s national interest, boosting the resilience of a country on the frontline of multiple regional crises and incentivising people to stay in their neighbourhood rather than make the perilous journey to Europe.

The Prime Minister will call on the rest of the international community to join us in this transformative effort.

Speaking in Amman, the Prime Minister said:

Jordan’s stability is crucial to our interests in the Middle East and we are committed to helping them create jobs for all Jordanians.

I call on other countries to join us in this transformative effort so Jordan can continue to deliver vital support for the Syria crisis and remain a beacon of hope in the Middle East.

International Development Secretary Penny Mordaunt said:

Jordan is on the front line of multiple crises in the Middle East and our new 10-year partnership will deliver economic stability for Jordan, creating jobs and helping to build a more prosperous, safer world.

This will further strengthen our relationship with Jordan and every penny invested by the UK will encourage more from other donors to boost Jordan’s economic resilience, helping them deliver on their pledge to get every child into education and to create 200,000 jobs for Syrian refugees.

Foreign Secretary Boris Johnson will today (Wednesday 29 November) meet leaders from across Africa to discuss developments in Zimbabwe and wider African security and prosperity.

The Foreign Secretary is attending a major summit in Cote D’Ivoire, West Africa, alongside EU and African Union leaders, including French President Emmanuel Macron, German Chancellor Angela Merkel and South African President Jacob Zuma.

Foreign Secretary Boris Johnson said:

Recent events in Zimbabwe offer a moment of hope for the country and its people. This is a time to look to the future and to make clear that Britain shares the common vision of a prosperous, peaceful and democratic Zimbabwe.

I am encouraged by President Emmerson Mnangagwa’s words so far. During his inauguration speech, he promised to reform the economy and give investors the security of title they need if Zimbabwe is to fulfil its potential and create the jobs that are sorely needed. For as long as the President acts on his words, then Britain is willing to work alongside him and offer all the support we can.

The UK’s relationship with Africa and the African Union will continue to go from strength to strength and as we leave the EU I want to work even more closely with my counterparts in the region.

The Foreign Secretary will highlight the role the UK can play across the continent, as a genuine partner for prosperity, working with African nations to achieve political and economic stability.

Mr Johnson will speak with representatives of the 18 African countries which are also members of The Commonwealth ahead of the UK hosted Commonwealth Summit next April. With 60% of the Commonwealth’s population under 30, it is particularly important to the UK that the organisation faces up to the challenges of the region and addresses their ambitions for a better life.

He will also raise the issue of the illegal wildlife trade. Tackling this serious crime is a priority for the UK government and we look forward to bringing leading voices together to work towards new solutions at the London 2018 Illegal Wildlife Trade Conference in October next year.

On the illegal wildlife trade, the Foreign Secretary added:

Discussing how we eradicate the illegal wildlife trade is also a top priority for me in my talks with African Union countries. It is not only a deplorable trade that endangers some of our most iconic species of wildlife, but is also a lucrative source of income for transnational criminals which brings misery to local communities.

Following North Korea’s ballistic missile launch on 28 November, FCO Minister for Asia and Pacific Mark Field summoned the DPRK Ambassador to the Foreign & Commonwealth Office.

Following the meeting, Minister Field said:

I summoned the North Korean Ambassador to the Foreign Office to make clear to him our condemnation of this latest ballistic missile test.

North Korea claims it wants to bring security and prosperity to its people. But its actions are creating only insecurity and deepening its isolation.

The UK will continue to work with our partners and allies for a diplomatic solution. I urge the regime to abandon its illegal pursuit of nuclear and ballistic missiles and return to dialogue.

On 29 November 2017 the Prime Minister became the first major foreign leader to visit Iraq since the fall of Mosul, announcing the UK’s commitment to addressing the evolving threat from Daesh and countering the dispersal of foreign fighters as Daesh is squeezed out of the battlefield in Syria and Iraq.

Speaking to British troops in Iraq, the Prime Minister said that our military success against Daesh means they are increasingly losing control of their territory and resources, but in response to our military success, Daesh has become more diffuse, organic and networked.

So the Prime Minister has committed to three specific things to counter the evolving Daesh threat and to manage the risk of foreign fighters returning to Europe:

• First, we will deepen our counter-terrorism relationship with Iraq. The UK will invest £10m over the next three years to build Iraq’s counter-terrorism capability to meet the new threat. This means more personnel working with Government of Iraq counter-terrorism agencies. And it means deploying law enforcement resources to develop effective judicial pathways. This will allow us to spot and respond to terrorist threats against Iraq and ourselves, in partnership with Iraqi security forces.
• Second, we will work with partners across the region to develop border infrastructure, watch-lists and biometric capabilities, to counter foreign fighter dispersal. This will help ensure foreign fighters are identified, stopped, and disrupted before they can harm people, and so we can manage the return of women and children.
• Third, we will do more to tackle terrorist abuse of the internet. The Prime Minister has advocated, most recently at the UN General Assembly with President Macron, Prime Minister Gentiloni and 70 other countries, for the major communications companies to live up to their responsibility, and remove content within one to two hours of release. The companies have begun to act: they have set up the industry led Global Internet Forum to Counter Terrorism but they need to go further and faster in identifying and removing content and ultimately preventing it from going up in the first place.

The Prime Minister has also announced today that the UK will continue to support Iraqi defence and security through the provision of officer training, including places for Iraqi students on high profile UK courses at the Military Colleges and the Defence Academy, and UK training teams continuing to develop Iraqi trainers, supporting them in the delivery of courses on topics such as Counter-Improvised Explosive Devices, combat medicine, military planning, logistics, and force protection.

The Prime Minister visited British, Coalition and Iraqi troops at Taji earlier today and congratulated them on the success of the counter Daesh campaign. Around 80 British troops are based at Taji, and the Prime Minister had the opportunity to see them alongside their Coalition counterparts, training the Iraqi security forces.

Speaking in Iraq, the Prime Minister said:

Daesh’s ability to spread propaganda at speed drew terrorists to Iraq and Syria from around the world, contributing to the death of many thousands of innocent people and the destruction of Iraqi infrastructure.

Military success against Daesh means they are increasingly losing control of the territory, resources and population that allowed them to be a uniquely dangerous threat to Iraq, the region and Europe.

But we have always expected that the threat Daesh posed would evolve. In response to our military success, Daesh has become more diffuse, organic and networked. The UK is committed not only to defeating Daesh militarily but also to countering the dispersal of foreign fighters from Iraq and Syria.

Nicholas Henshall, 44, was found guilty of sexual assault on a child at Liverpool Crown Court in September this year.

He initially received a 20 month sentence suspended for 2 years, and a 10 year Sexual Harm Prevention Order. His sentence was referred to the Court of Appeal by the Solicitor General Robert Buckland QC MP under the Unduly Lenient Sentence scheme.

At a hearing held today, the Court quashed the original sentence and replaced it with 20 months imprisonment without suspension, less 28 days credit for time spent on qualifying curfew. The 10 year Sexual Harm Prevention Order is still in place. Henshall has been ordered to surrender himself by tomorrow, 30 November, to begin his sentence.

Following the hearing, the Solicitor General said:

“Nicholas Henshall committed a horrible crime on a vulnerable young boy who showed immense courage in reporting the offending. The original sentence did not reflect the seriousness of this offence and I welcome today’s ruling from the Court of Appeal that he will now be imprisoned.”
