Press release: Environment Agency announces £750,000 to tackle single use plastics
The announcement follows a pledge to eliminate avoidable waste and crack down on plastics as part of the government’s 25-year environment plan launched yesterday.
The pioneer project will see the creation of a new Plastics and Sustainability team across Devon and Cornwall working with businesses, local councils, charities and community action groups, such as the Bude Cleaner Seas Project.
The team will aim to reduce the amount of plastic pollution across land, rivers and the coastline. It will promote better environmental practices across industry, including a reduction in plastic waste from manufacturing, along with community campaigns to clean up pollution locally.
Emma Howard Boyd, Chair of the Environment Agency, made the announcement from Bude, Cornwall today where she met with groups and charities who strive to clean up the coastline and keep it free of pollution.
Emma Howard Boyd said:
The government’s ambitious plan for the environment is a significant step forward and the Environment Agency’s commitment to reduce plastic pollution shows how we are already working to put the plan into action.
Plastic pollution is a threat to our natural environment and our new team promises to tackle it head on. By working together, we can reduce the amount which enters our land, rivers and the sea and protect wildlife for future generations.
The Environment Agency’s work with partners to improve bathing waters has led to a dramatic improvement in water quality in recent years which has benefited coastal communities, visitors and tourism. A similar partnership approach will be taken by the new Plastics and Sustainability team. The ambitions for the project include:
- A reduction of plastics reaching land, waterways and shorelines.
- Promotion of better environmental practices in business and a reduction in plastic waste from the start of the manufacturing process.
- Increased local engagement to change public behaviour and encourage more community action to tackle pollution.
- Monitoring and research into ways plastics enter and affect the environment, supporting leading academics in the South West.
During Emma Howard Boyd’s visit to Cornwall, she also spent time at Bude Haven school speaking to children about their passion for protecting their coastline and met local business owner Tom Dawe to find out how he had made his beachside restaurant more sustainable.
Emma will return to Bude in June to mark World Oceans Day and to see the project’s progress.

Press release: Waste offender prosecuted in Blackburn
A Director of a former Lancashire waste plastics recycling business has been sentenced to 8 months in prison, suspended for two years, and ordered to complete 120 hours of unpaid work after his company breached its environmental permit, failed to comply with enforcement notices and continued to deposit waste despite suspension and subsequent revocation of its permit.
David Holt, 50, of Brockhall Village, Blackburn, was sentenced on Thursday, 04 January 2018 at Preston Crown Court after admitting three environmental offences relating to the operation of the former V10 Polymers Ltd waste plastics recycling business at Rockcliffe Works, Paterson Street, Blackburn.
The Environment Agency became aware of problems at the site in 2012 after complaints from members of the public. At that time, V10 Polymers Ltd was operating a waste plastics recycling business from the Rockcliffe Works site.
Due to concerns about the way the site was being operated, the Environment Agency served a formal notice requiring the company to remove all controlled waste from the site. It also advised the company to apply for an environmental permit if it wished to continue waste operations at Rockwell Works.
The Environment Agency made clear that any permit issued would require storage of combustible waste at the site to be improved and meet minimum fire prevention standards.
David Holt made an application for a permit for the site and included detailed proposals as to how the waste would be stored in the future to meet the requirements of the permit. The Environment Agency issued an environmental permit to V10 Polymers Ltd in response to this application.
However, the first inspection of the facility following the issue of the permit in April 2014 revealed excessive quantities of plastic waste stored in a manner that presented a fire risk and in breach of the company’s environmental permit.
Due to the Environment Agency’s concerns about the fire risk, a number of joint inspections were undertaken with Lancashire Fire and Rescue Services.
The Environment Agency sought to work with Mr Holt, who was in day to day charge of the company’s operations, to bring about improvements in the storage arrangements and implement a mandatory fire prevention plan at the site. However, Mr Holt failed to adequately respond to those interventions.
This led the Environment Agency to revoke the site’s environmental permit from February 2016, further requiring the company to take steps to remove all remaining waste from the site by 21 March 2016.
The Environment Agency decided to prosecute after the company continued to illegally operate, despite the revocation of its permit, and failed to tackle the fire risk posed by excessive stockpiles of waste.
Environment Agency Officer, Karl Hunter said:
The operators of waste recycling facilities have a legal duty to comply with the requirements of their environmental permit to prevent the risk of harm to people and the environment.
In this case, David Holt deliberately stored an excessive quantity of combustible waste for a number of years without taking the necessary fire prevention measures. He failed to implement a fire prevention plan and repeatedly failed to act on notices served by the Environment Agency to do so. Even when the Environment Agency revoked the company’s permit, he continued to accept waste into the site, illegally.
The fire at the site on 21 August 2017, and three subsequent fires have had a significant impact on local residents and businesses and demonstrated that our concerns were well-founded. In September 2017 we used our emergency powers to create fire breaks within the waste, which significantly reduced the size and duration of subsequent fires. Had David Holt produced and complied with an adequate fire prevention plan, installing fire breaks within the waste, it would have greatly reduced the consequences of fires at the site.
We hope the court’s sentencing decision demonstrates the importance of companies adhering to their environmental permits.
On hearing mitigation on David Holt’s behalf, the court accepted that David Holt had not been a fly by night operator and had been working hard to try and maintain the business and those employed by it. The court also acknowledged his good character and contribution to his local community.
V10 Polymers Ltd and the previous site owner, Holt Developments Ltd, are now both in liquidation and the site has been sold to Driftdale Limited, an Isle of Man based property development company.
The new owner is responsible for ensuring that waste is removed from the site and correctly disposed of. The Environment Agency is working with Driftdale Ltd and our partner organisations to ensure this is completed as soon as possible. The new owners must also take all necessary steps to prevent fire until waste is removed from the site and the company has constant manned security to minimise the risk of further fires.

Mr Holt was also ordered to pay £10,000 towards the Environment Agency’s costs.

Press release: British Embassy Tallinn celebrating 100 years of friendship between the UK and Estonia
On 10 January British Ambassador to Estonia Theresa Bubbear announced the launch of a series of events that the British Embassy will hold throughout 2018 to celebrate the Estonian Centenary and 100 years of friendship between our two countries. These will include “Pop-up Embassy” visits to each of Estonia’s 15 counties, an online exhibition on the Royal Navy’s support during Estonia’s War of Independence and a competition for school children to win invitations to this year’s Queen’s Birthday Party.
“I am delighted that the Embassy can play a part in celebrating the Estonian centenary and I do hope that many people can take part in our events to learn more about the UK and the long-lasting friendship between our countries. We are celebrating 100 years of friendship, but also looking ahead at the next 100 years” British Ambassador Theresa Bubbear said at the launch event.

“We will always remember the special role of British naval and air forces during the Estonian War of Independence. No country or an individual can survive on its own, the co-operation is everything. It has been like that in the past and in the globalizing world the ties are going to be even stronger between Estonia and the UK” told Estonian Minister of Foreign Affairs Sven Mikser.

This afternoon the Prime Minister chaired a meeting of the senior executives from some of the world’s leading financial institutions to discuss the opportunities and challenges for the financial sector posed by Brexit.
The Prime Minister gave an overview of the UK’s position and updated on Brexit negotiations – including the UK’s aim to agree an implementation period by the end of March.
The Chancellor emphasised the need to make the interests of consumers and taxpayers central to the future regulatory relationship between the UK and EU.
The business leaders were united in emphasising the need for as much certainty as possible. The conclusion of phase one talks were deemed to have provided reassurance and the business leaders gave their views on how to maximise the benefits of an implementation period.
The Chancellor said that the UK’s financial services sector was an enabler of the real economy across Europe and that any moves to undermine it risked undermining Europe’s economies. There was agreement that fragmentation of the European market would likely benefit centres outside of Europe.
In her closing comments the Prime Minister asked that in their conversations in European capitals, the attendees emphasise the benefits for Europe as a whole of the UK’s financial centre.

Press release: Dr Liam Fox holds UK-India talks as UKEF boosts trade finance support
International Trade Secretary, Dr Liam Fox, today met with the Indian Minister for Commerce and Industry, Shri Suresh Prabhu, to discuss greater cooperation between the 2 countries and identify barriers to trade and investment that must be addressed in order to boost future prosperity.
Ministers were joined by a delegation of senior UK and Indian officials for the 12th meeting of the UK-India Joint Economic and Trade Committee (JETCO), which will build on progress made by the UK-India trade working group that was established in 2016.
Dr Fox announced that the national export credit agency, UK Export Finance (UKEF), has more than doubled its financial support to enable UK businesses to trade with India. It means £4.5 billion will now be available for UK companies exporting to India as well as Indian buyers of UK goods and services.
India and the UK already enjoy a strong trading relationship, worth £15.7 billion in 2016, with UK exports to India amounting to £5.8 billion. Indian foreign direct investment (FDI) in the UK was worth £1.5 billion in 2016, while UK investment into India rose to £13.2 billion in 2016.
There is huge potential to expand bilateral trade and investment as the UK prepares to leave the European Union.
UK and Indian businesses, including UK engineering consultancy Arup and Indian infrastructure firm Infrastructure Leasing and Financial Services (IL&FS), also met alongside the JETCO to discuss ways of boosting co-operation in growing sectors such as advanced manufacturing and smart cities.
International Trade Secretary, Dr Liam Fox said:
I am delighted to be meeting with the Indian Minister and business leaders today, to map out how we will build a stronger trading relationship between our 2 nations. India is the world’s seventh-largest economy and the fourth largest investor into the UK, while UK investment in India grew by 8.8% in the year to 2016.
For the first time in 40 years, the UK is preparing for its own independent trade policy, and expanding our bilateral trade and investment with India will be central to that task. It’s in our shared interest to boost prosperity, generate jobs, develop skills, and enhance the competitiveness of both our countries.
As an international economic department, we will continue to work closely with the Indian government to break down the barriers to boosting trade. That includes more than doubling trade finance support for UK exporters and Indian buyers of our goods and services.
Following the talks, the ministers issued a joint statement setting out their vision for a continued trading partnership in which the 2 governments and businesses work hand-in-hand to achieve shared prosperity.

UKEF support is made available in Indian rupees, allowing Indian buyers to access finance in their own currency and making sourcing from the UK even more competitive.
The UK will host the Commonwealth Heads of Government Meeting (CHOGM) in April, where 52 Heads of State and thousands of businesses will be in attendance. India will be central to UK efforts to reenergise the Commonwealth, representing over half its population, a huge growing economy and the world’s largest democracy.

Secretary of State for Wales Alun Cairns will visit innovative projects at the heart of the Swansea Bay Region City Deal technology revolution later today (11 January).
The Welsh Secretary will hear about the future of steel and how digital manufacturing can increase competition and create globally networked systems at Swansea University’s Bay Campus.
Swansea University, in partnership with Neath Port Talbot, Tata and other commercial partners is working to catalyse the ambition of the Fabian Way Innovation corridor and show Swansea Bay residents the regeneration opportunities presented by the City Deal, by grouping three world-leading projects together, including the UK National Steel Innovation Centre and Astute Factory of the Future.
Secretary of State for Wales Alun Cairns said:
Swansea University is leading the charge in delivering exciting City Deal projects which will transform the region, delivering high-quality employment and world-leading technologies.
The UK Government is working hard to encourage the City Deal region to capitalise on its reputation as leaders in the fields of innovation, research and development and energy. With this existing strength, it is crucial that the area is empowered to take the reins and make decisions to support economic growth, boost employment and attract investment right across the region.
The Secretary of State will also visit the Harbourside site in Port Talbot, which aims to boost employment in the research and development field.
The former disused steel and tin-plate works in the docks area of Port Talbot is home to the Harbourside Business Park, occupied by TWI, TATA Steel and Thyssen Krupp. It is hoped that Neath Port Talbot College will develop a £28m campus on the site in 2019.
The Welsh Secretary will also visit the Baglan Bay Innovation Centre, which focuses on developing businesses in the energy, innovation and technology fields.
The Centre is home to the Project SPECIFIC, an academic and industrial consortium led by Swansea University with strategic industrial partners Tata Steel, BASF and NSG Pilkington, developing functional coatings that will transform the roofs and walls of buildings into surfaces that generate, store and release energy.
Swansea University’s SPECIFIC Innovation and Knowledge Centre was recently awarded £800,000 of UK Government investment to develop the UK’s first energy-positive office.
Alun Cairns will see the proposed site for the Swansea Bay Technology Centre at Baglan Energy Park, aimed to support and encourage the growth of start-ups and indigenous businesses, with a focus on the innovation and research and development sectors in particular the growing energy sector.

The Swansea and Neath Port Talbot areas have much to look forward to – not just because of the exciting City Deal projects transforming the region. The Harbourside and Innovation Centre are fantastic examples of investments that will deliver sustainable employment, regenerating the entire area and supporting the growth of new businesses, which will take the region in an exciting new technology-led direction.
