The Climate Change Act 2008 (2050 Target Amendment) Order 2019

Article 2 of this Order amends section 1 of the Climate Change Act 2008 (c. 27) by altering the percentage amount in subsection (1). Section 1(1) imposes a duty on the Secretary of State as to the level of the “net UK carbon account” (the amount of net UK emissions of targeted greenhouse gases for a period adjusted by the amount of carbon units credited or debited to the account) for the year 2050. The duty is to ensure that the net UK carbon account is lower than the “1990 baseline” (the baseline of net UK emissions of targeted greenhouse gases against which the percentage amount in subsection 1(1) is applied) by a minimum percentage amount.

The Financial Services and Markets Act 2000 (Prospectus) Regulations 2019

These Regulations implement Regulation (EU) No 2017/1129 of the European Parliament and of the Council of 14 June 2017 on the prospectus to be published when securities are offered to the public or admitted to trading on a regulated market, and repealing Directive 2003/71/E (OJ L168 30.06.2017, p.12) (the “EU Prospectus Regulation”).

The Food and Feed Hygiene and Safety (Miscellaneous Amendments) (EU Exit) Regulations 2019

These Regulations are made in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 (c.16) in order to address failures of retained EU law to operate effectively and other deficiencies arising from the withdrawal of the United Kingdom from the European Union. In particular, the Regulations address the deficiency specified in section 8(2)(b) of that Act, namely the conferral of functions by retained EU law on, or in relation to, EU entities which no longer have functions in that respect under EU law in relation to the United Kingdom.

The Euratom Research and Training Programme (Revocation) (EU Exit) Regulations 2019

These Regulations revoke instruments deriving from EU legislation relating to the Euratom research and training programme. The revocations address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(a) and (d) of the European Union (Withdrawal) Act 2018) arising from the withdrawal of the United Kingdom from the European Union.
