Press release: New board of trustees in place at school charity following regulator’s intervention

The Charity Commission has discharged the interim managers of an educational charity under statutory inquiry. The regulator considers that the protective measure is no longer required at Grangewood Educational Association after changes to its governance.

An inquiry was opened into the charity that runs Grangewood Independent School, Newham on 15 April 2018 due to serious concerns about the charity’s management and administration at the time. The regulator’s intervention followed a short notice decision to close the school and complaints about the charity’s governance and management. The Commission used its powers under the Charities Act to freeze the charity’s bank accounts and appoint Geoff Carton-Kelly and Jason Daniel Baker as joint interim managers of the charity.

On 31 August 2018 the interim managers were discharged following the appointment of three new independent trustees, which replaced the sole former trustee. The new board of trustees has taken over full control of the day-to-day management and administration of the charity, which has objects to promote and provide for the advancement of education in accordance with the doctrines and principles of the Christian faith.

The school has remained open throughout the inquiry and commenced the autumn term on Monday 3 September 2018. Further enquiries regarding the school should be made directly to the school office. Contact details can be found on the charity’s website.

The Commission’s inquiry, which continues, has already met with the former sole trustee, the business manager of the school and the headmistress. The new trustees have committed to fully cooperate with the ongoing inquiry.

The Commission intends to publish a report setting out its findings and conclusions in due course.

Press release: Youth unemployment down 50% since 2010

The figures also show that the unemployment rate of 4.0% has not been lower since 1975. Real wages are up for the seventh month in a row, rising by 0.7% above inflation and employment remained high at 75.5%, up 0.4% points on the year.

The proportion of young people who are unemployed is at a new record low, as more than 120,000 more young people have a job than in 2010. At the same time, fewer children are now growing up in a home without any adults in work than ever before. There are 637,000 fewer children in this position than in 2010, helping inspire more young people into work themselves.

It comes as over 3.3 million more people have entered work since 2010, meaning an average of 1,000 more people in work every day.

The UK saw a seventh month of real terms pay increases, with regular wages up by 3.1% in August, or 0.7% against CPIH inflation.

The latest figures from the Office for National Statistics also revealed the employment rate remains high, at 75.5%, with over 3.3 million more people in work since 2010.

On top of this, figures show the majority of jobs created since 2010 are full time, permanent roles that are in higher skilled occupations, which typically bring higher earnings – all ambitions of the government’s Industrial Strategy which seeks to create better, well-paying jobs fit for the future.

Unemployment has fallen across all regions of the UK since 2010, with today’s figures showing that the West Midlands, London and Wales in particular have seen the largest employment growth in work in the last year.

Work and Pensions Secretary Esther McVey said:

This month’s figures show youth unemployment has fallen by 50 percent since 2010, down to a new record low, showing our welfare reforms are working and giving young people a better future.

We want to empower young people; open up new career opportunities – deliver a brighter future for them.

Minister of State for Employment Alok Sharma said:

I am particularly encouraged that wages continue to be on the up, outpacing inflation for the seventh month in a row with regular pay up 3.1% on the year – the fastest growth in almost a decade.

And with unemployment at its lowest since the 1970s, since 2010 there are more people with the security of a job, more people with a regular salary, and more people able to support their families – and that is thanks to action this government has taken to build an economy that works for everyone.

The government is helping even more people benefit from a well-paid job by:

  • backing businesses to create good jobs with our modern Industrial Strategy, while ensuring they play by the rules, so we are closing tax loopholes, strengthening workers’ rights, and tightening the rules big businesses must follow
  • investing in the infrastructure, training and apprenticeships we need for our future, with public investment at the highest sustained level in 40 years
  • introducing Universal Credit which is helping people move into work faster and stay in it longer (separate figures out today show that 430,000 people are now receiving Universal Credit)
  • helping people stay in work longer with our Fuller Working Lives strategy, which supports employers to recruit, re-train and retain older workers
  • tackling inequalities in employment highlighted by the Race Disparity Audit, through targeted support in 20 areas around the country and £90 million announced by the Prime Minister to help young people

We are also arranging work experience sessions for students through Jobcentre Plus, in over 1,400 schools. The scheme is being rolled out across the country, to ensure young disadvantaged kids aged 12 to 18 get opportunities, including work experience, to learn about the world of work and consider future career options. So far, the partnership between Jobcentre Plus and local schools has resulted in around 12,000 sessions for pupils, parents and teachers helping to prepare pupils for the world of work.

Summary

On 30 October 2017, train 6B13, which was carrying oil-based products from Robeston oil terminal, Milford Haven, to Westerleigh oil terminal, Bristol, caused extensive damage to railway infrastructure over approximately 25 miles (40 km). After the train had been stopped, at the entrance to Llangyfelach Tunnel near Swansea, the driver found that there had been a catastrophic failure of the braking system on one of the fully laden wagons.

The investigation found that one of the wheelsets on the damaged wagon had locked up and slid, causing severe wheel flats, before starting to rotate again. Impacts from the wheel flats subsequently damaged the rails as well as equipment mounted on the bogie, some of which partially detached and was dragged under the train, causing damage to track-mounted equipment. The wheelset had locked up and then started rotating again because an object became caught between one of the wheels and the adjacent brake block holder. This was most likely to have been one of the brake blocks, which had fallen off the wagon during the journey of train 6B13, probably due to the omission of key components when the brake blocks were replaced on 27 October.

Recommendations

The RAIB has made one recommendation to Touax Rail and other affected parties regarding a risk assessment of the facilities and processes used for maintaining wagons operating out of Robeston terminal. The RAIB has also identified three learning points about checking the security of brake blocks before permitting a vehicle to re-enter traffic, the application of general signalling regulation 19, and signallers and control staff being aware of the potential consequences of an incident involving a train carrying dangerous goods.

Press release: Fair funding for farmers across all parts of the UK

The Government has announced a review to deliver fair funding for farmers in all four parts of the UK when we leave the EU.

The Secretary of State announced today that an independent advisory panel will look at what factors should determine the distribution of agriculture funding between England, Scotland, Wales and Northern Ireland in this Parliament.

This will consider each country’s individual circumstances, including environmental, agricultural and socio-economic factors. Farm numbers and farm sizes will also be taken into account to make sure all parts of the UK are treated fairly.

The review, led by Lord Bew of Donegore, will provide recommendations for how the annual amount of convergence funding is fairly split between the four countries in the remainder of this Parliament once the UK has left the Common Agricultural Policy. It will be informed by previous allocations but will not revisit these decisions or redistribute money that has already been committed.

Lord Bew was Chair of the Committee on Standards in Public Life for five years and has contributed to a number of Bills, reviews and reports since his appointment as a non-party-political peer by the independent House of Lords Appointments Commission in February 2007. He will be joined on the panel by representatives from each devolved administration to ensure that their voices are heard.

The government is also committing that it will not simply apply the Barnett formula to changes in Defra funding beyond this Parliament. This means that farmers in Wales, Scotland and Northern Ireland will not just be allocated funding according to the population size of each nation, which are in each case significantly smaller than England.

The Government has already confirmed that overall funding for UK farm support will be protected in cash terms to the end of the Parliament in 2022, providing more certainty than any other EU member state.

Environment Secretary Michael Gove said:

This important review, led by Lord Bew, will explore how we can deliver funding for farmers that supports the individual needs of England, Scotland, Wales and Northern Ireland.

We are committed to making sure that future funding is fairly allocated, and are also confirming that the Government won’t simply apply the Barnett formula to Defra’s funding beyond this parliament.

Meanwhile our funding commitment up until the end of the Parliament gives more certainty for UK farmers than any other EU member state.

“I’m very pleased to be chairing this review to explore an issue that is important to so many in the agriculture sector. I am anxious to consult widely and I look forward to getting started as soon as my fellow panel members have been appointed.”

Secretary of State for Wales Alun Cairns said:

This review will establish fair funding arrangements for our vital Welsh farming industry. With the UK Government committing to do away with a Barnett model for agricultural funding, farmers in every part of Wales can look forward to greater future financial protection.

Secretary of State for Scotland David Mundell said:

The UK Government is committed to delivering fair funding for farmers and has already guaranteed the same cash total for farm support in all parts of the UK until 2022. This review is an opportunity to ensure the challenges Scotland’s unique landscape brings are fully recognised in future farm support allocations.

Under the present arrangements, Scotland receives twice as much money for farming support than might be expected were the Barnett formula alone to be used. The commitment that future agriculture funding will not simply be Barnettised should be welcomed across the board.

This reinforces our commitment to Scottish farmers and I urge the Scottish Government to stop keeping them in the dark about its plans for the future of agriculture in Scotland.

The Secretary of State for Northern Ireland, the Rt Hon Karen Bradley MP, said:

The farming industry is one of Northern Ireland’s most significant employers, making a vital contribution to economic growth.

We welcome this important review into ensuring a fair allocation of funding for farmers across Northern Ireland and the whole of the United Kingdom.

Press release: New UK aid package to provide life-saving help to millions of Yemeni children at growing risk of famine

The UK is providing a major new UK aid package to help screen, prevent and tackle malnutrition in Yemen, Minister for the Middle East Alistair Burt announced today.

The UN estimates that 17.8 million people do not have reliable access to food across Yemen, including 1.8 million children who are acutely malnourished.

Today’s UK aid package will screen 2.2 million children under the age of five for malnutrition and provide urgent treatment for 70,000 of the most vulnerable children.

UK aid will also:

  • provide treatment to 3.2 million children suffering from childhood illnesses such as pneumonia, measles and chickenpox;
  • enable 818,000 people to access water and sanitation which will help to prevent diseases from spreading; and
    help to prevent anaemia in 500,000 children by supporting iron and folic acid supplementation (nearly 90% of under-fives in Yemen are anaemic);
  • scale up mobile health teams to provide care to the most vulnerable that might otherwise be unable to access health services.

Speaking on UN World Food Day, Minister Burt said:

The UK is extremely concerned at the deepening humanitarian crisis in Yemen, including recent reports of the growing risk of famine to millions of Yemenis who do not know where their next meal is coming from.

Children are suffering the most and are 12 times more likely to die from diseases. Today’s UK aid package will help identify cases of malnourishment earlier and provide life-saving care for those most in need.

We continue to call on all parties to this conflict to support the UN Special Envoy’s peace talks to find a political solution, which is the only way to bring the humanitarian crisis to an end.

UK aid is also supporting the World Food Programme (WFP) to support over 800,000 Yemenis with food vouchers for one month.

The UK has been at the forefront of the humanitarian response to the Yemeni crisis. It has consistently been one of the largest donors to the crisis and has helped secure vital access for food, fuel and medicine.

Last year UK aid support to UNICEF helped to successfully treat over 166,000 children for severe acute malnutrition and 1.4 million children for common illnesses.

Meritxell Relaño, UNICEF Representative in Yemen, said:

The United Kingdom, through its Department for International Development (DFID), is a key partner of UNICEF work in Yemen. Since 2016, DFID, along with other donors, has supported the humanitarian response in Yemen, particularly in the health and nutrition sectors, providing rapid response to disease outbreaks and helping vulnerable children and their mothers to access food.

Just yesterday, the United Nations warned that 13 million people in Yemen are on the brink of famine.

This renewed commitment from DFID comes at a time when we need support from our partners more than ever, to provide more than 2.5 million malnourished children with the urgent assistance they need to survive.

  • Today’s UK aid package of a £96.5 million programme will fund UNICEF to tackle malnutrition in Yemen over three years. This is a multi-year commitment, and some of today’s funding is from the £170 million announced on 3 April 2018 in response to the humanitarian crisis in Yemen for this financial year (2018/2019).
  • The £170 million UK funding announced in April 2018 brought the total UK bilateral support to Yemen to over £570 million since the conflict began in 2015.
  • As well as supporting the frontline delivery of medical care and assistance, UK aid will also strengthen health systems in Yemen by providing expertise to public health authorities to improve policies and strengthen the monitoring of malnutrition to enable officials to make better-informed decisions.

The Prime Minister gave an update on the progress that has been made over the last few days with the EU and discussed the unresolved issues relating to the backstop.

In particular, the Prime Minister reaffirmed her commitment to there being no hard border between Northern Ireland and Ireland and no border in the Irish Sea.

They discussed the need to restore the Northern Ireland Executive, the PM reconfirmed the UK Government’s commitment to its role in this process and that the Secretary of State for NI will be introducing legislation to ensure public services in NI will continue to be delivered.

Press release: Foreign Secretary meets with Turkish Foreign Minister

Foreign Secretary Jeremy Hunt today met Turkish Foreign Minister Mevlüt Çavuşoğlu in London to discuss the growing relationship between Turkey and the UK on areas such as bilateral trade and investment.

The Foreign Secretary raised the situation in Syria, stressing the importance of ensuring the safety of civilians in Idlib and commended Turkey for hosting over 3.6 million refugees.

The Foreign Secretary also reiterated strong concerns over the disappearance of Jamal Khashoggi, and the urgent need for a credible and thorough investigation.

Following the meeting, the Foreign Secretary said:

The case of Jamal Khashoggi remains deeply concerning. The UK fully supports the Turkish investigation into the incident as I reiterated in person to Mr Çavuşoǧlu today.
We have been urging Saudi Arabia to cooperate fully with the investigation. There remain questions about the disappearance of Mr Khashoggi that only Saudi Arabia can answer.

To that end, we welcome King Salman’s and President Erdogan’s agreement of yesterday to establish a joint working group and the Saudi decision to ask the Prosecutor General to establish an internal investigation into Jamal Khashoggi’s disappearance and hold people accountable if the evidence warrants it.

This afternoon, the Prime Minister Theresa May met with First Minister Nicola Sturgeon to discuss the final stage of negotiations with the European Union.

The Prime Minister spoke about the real progress that has been made in recent weeks on both the withdrawal agreement and the political declaration on the future relationship. She also gave an update on the issues that still need to be resolved in relation to Northern Ireland and the backstop.

The Prime Minister emphasised that she believes that a negotiated deal is the best outcome for both the UK and for the European Union and that this deal is still achievable.

Press release: First UK-Ghana Business Council seeks to boost trade and investment

Foreign Office and DFID Minister Harriett Baldwin returned to Ghana to launch the UK-Ghana Business Council, which met for the first time in Accra on 14 October 2018. The Business Council, which will meet twice a year, brings both governments together to find ways to reduce barriers to trade and investment and create jobs.

Minister Baldwin said:

Ghana increasingly offers attractive investment opportunities for UK businesses, which in turn helps create jobs and advance economic development locally. Our governments are doing everything that we can to help make it easier for entrepreneurial businesses to trade and grow.

The Minister co-chaired the Council with Vice-President Mahamudu Bawumia. The next Business Council will be held in London in December 2018.

The Business Council introduces a two-day UK-Ghana investment summit which will see a delegation of UK businesses travelling to Ghana to discuss investment opportunities in sectors such as infrastructure, industry, and manufacturing with Ghanaian businesses. The Prime Minister’s Trade Envoy to Ghana Adam Afriyie and Trade and Export Promotion Minister Fairhead will also visit Ghana for the summit.

These discussions signal a strengthened economic development partnership between the two countries, and are expected to lead to investment that will create jobs for both UK and Ghanaian businesses, and boost local economies.

Ghanaian President Akufo-Addo, who will speak at the investment summit, has set out an ambitious vision to move Ghana beyond aid and transform the economy through industrialisation and infrastructure development creating thousands of jobs.

During her visit, Minister Baldwin met His Majesty Nana Amoatia Ofori Payin, King of Akyem, and discussed trade and development priorities. She also visited Tema Port with Border Force, who work with the local authorities to improve their monitoring and interdiction of smuggled goods at border points, cracking down on smuggling gangs.

Minister Baldwin last visited Ghana in August, immediately before joining the Prime Minister’s visit to Nigeria and Kenya. The Prime Minister travelled with a delegation of British businesses, with a focus on strengthening trade ties across the continent, where the UK is already the second largest investor.

Press release: Environmental performance of business continues to improve report shows

Every year, the regulator publishes its Regulating for People, the Environment and Growth (RPEG) report which sets out the regulatory performance of businesses holding environmental permits in England and the effectiveness of the EA’s regulatory approach.

The report shows that 93% of the 14,000 businesses the EA regulates demonstrated good compliance with their environmental permit conditions. Businesses which harmed the environment, however faced record penalties. A total of £25.5 million in fines were issued by the courts for environmental offences brought by the Agency compared to £8 million last year.

Waste crime continues to blight communities, cause environmental harm, and undercut legitimate business. The Environment Agency is closing more than two illegal waste sites every day but discovering a similar number of new illegal sites. The report acknowledges waste crime is becoming more organised and that more needs to be done. This will be addressed in the government’s forthcoming organised waste crime review, which has examined how the Environment Agency, partners, and the law enforcement system can best tackle the problem.

The report also highlights the increased use of Enforcement Undertakings for less serious environmental incidents. In 2017/18 there were a record £2.2 million worth of Enforcement Undertakings accepted by the Agency. By companies admitting liability and making a financial contribution to put right the harm they have caused, both the environment and communities benefit.

Other key findings include:

  • 812 illegal waste sites were shutdown in 2017/18; more than 2 a day.
  • Serious pollution incidents fell to 419, down 18% compared to 2016.
  • The number of persistently poorly managed sites reduced by 18% compared to 2016.
  • Environmental charities, organisations and projects received almost £2.2 million, compared to £0.9 million in 2016, in Enforcement Undertakings.

Harvey Bradshaw, Executive Director of the Environment Agency, said:

Our regulation is supporting a healthier environment and safer communities – serious pollution incidents fell by 18%. We closed down over 800 illegal waste sites, and the courts have imposed record levels of fines on companies for environmental offences.

We are committed to supporting businesses to innovate and grow, in return, we expect that businesses take their responsibilities to protecting the environment seriously.
