Press release: New incentives framework to help prisoners turn their lives around

  • Governors have greater freedom to offer the incentives which work best for their particular cohort of prisoners
  • Those who don’t follow the rules will have privileges removed and face swifter punishment through our new adjudications process
  • The move is intended to help break the cycle of reoffending and put prisoners on the right path

Prison governors will today be able to have their say on a new approach to incentives which encourages prisoners to take responsibility for their own rehabilitation.

A consultation is being launched on the new Incentives and Earned Privileges policy, which would empower governors to design their own programme of incentives tailored to the specific challenges in their prison.

Those who behave well and engage in meaningful activities such as education and employment programmes could receive privileges such as more time in the gym or additional visits.

Crucially, governors will be able to tackle poor behaviour by taking away privileges – returning people to a more basic regime and living conditions – and will have greater freedom to decide how prisoners move up or down privilege levels.

Prisons Minister Rory Stewart said:

Prisons must be places of safety, decency and purposeful activity to turn around the lives of those in custody.

This new framework will give governors the tools to set clear behavioural standards for offenders under their watch, and the consequences should these not be met.

Research on behaviour change shows positive reinforcement is much more effective at shaping behaviour than punishment and, while sometimes necessary, punishment alone does not effectively change behaviour.

Many consider that the incentives system is not currently as effective as it could be, with governors having too little flexibility to establish incentives that their particular cohort of prisoners value.

We are therefore providing governors with more freedom to design their incentive scheme to take account of the
local needs of their prison population and the facilities available in their prison. This means a prison with a good gym, or a wing with a kitchen area, could better use these in its IEP system in future.

Governors could also choose to increase the amount of time out of cell an individual prisoner receives to engage in recreational activities or exercise alongside education and work programmes.

And to better assist them in preparing for life back in the community, governors could choose to incentivise prisoners by offering additional visits from family and friends, with more flexible timings.

We will retain sensible limitations on governors’ freedoms, so that, for example, no paid for TV channels or other inappropriate incentives are permitted.

And for those who don’t follow the rules, a strict system of adjudications and punishments will ensure that governors are able to deal swiftly with those who refuse to engage. Punishments range from the removal of privileges to harsher measures such as prosecution and additional prison time.

Summary

At about 16:00 hrs on Wednesday 31 January 2018, a passenger became trapped in the doors of a London Underground train as she attempted to board a westbound Central line service at Notting Hill Gate station while the doors were closing. The train departed and reached a maximum speed of 35 km/h before the emergency brakes were applied and the train stopped. The passenger was dragged for approximately 75 metres along the platform, and about 15 metres further into the tunnel. She suffered serious injuries and was taken to hospital, where she was treated for about a month. She has since been steadily recovering.

The accident occurred because the passenger’s bag became trapped in the doors as she attempted to board the train, the train’s door control system did not detect the presence of the bag trapped in the doors, and the train operator was not aware of the trapped passenger before initiating the train’s departure. It is likely that the train operator did not perceive the passenger because of a number of interacting factors associated with the nature of his task which caused him to not consciously process the available information. The view on the in-cab CCTV monitor did not adequately assist him to detect that a passenger was trapped in the doors and he relied on other cues to depart rather than making a thorough check of the in-cab CCTV monitor.

The investigation identified a probable underlying factor associated with training programmes for train operators, concerning scanning techniques for in-cab CCTV monitors and awareness of the limitations of door-traction interlocks.

Recommendations

The RAIB has made five recommendations and one learning point, all addressed to London Underground. The recommendations concern the detection of objects by the train’s door systems, how the design of the task, equipment and training can influence train operators’ attention and awareness, and the use of emergency stop facilities on platforms. While there is no evidence that the train operator was impaired by drugs or alcohol, the learning point concerns the importance of following procedures for drug and alcohol testing where relevant.

Press release: Commuters’ perfect working day revealed

Commuters could speed up their journeys by up to 10 miles per hour by starting and finishing work just one hour later, according to new research.

The study by Highways England was carried out on a 9-mile-stretch of the M62 which links the M6 near Warrington to the M60 near Manchester. The route is used by 120,000 drivers every day and construction work is currently taking place to upgrade it to a smart motorway, increasing its capacity by a third.

Commuters had previously faced speeds of just 36 miles per hour between 5pm and 6pm when almost 9,000 drivers take to the short section of motorway on their way home from work.

The study has found that drivers who set off for work after 9am are likely to get there much more quickly than those travelling during the two hours after 7am.

Drivers using this stretch of the M62 who wait until 6pm before leaving the office are also likely to travel 10 miles per hour faster than those leaving at 5pm, or 20 miles per hour faster if they wait until 7pm – cutting journey times by around a third.

Overall, the research found that commuters travelling 20 miles each way and working the traditional 9am to 5pm day could be spending almost an hour extra on the road every week, compared to those working from 10am to 6pm.

Mike Bull, Highways England’s smart motorways programme manager for the North, said:

We all know that our roads are at their busiest during the morning and evening commute but it’s surprising that shifting our working days by just one hour could have such a significant impact on journey times.

Many people won’t have a choice about the hours they work but if some are able to start and finish work an hour later then it could benefit everyone – and save some drivers around an hour each week.

We’re also doing our bit to improve journey times for drivers at Highways England by converting some of our busiest stretches of motorway into smart motorways, adding extra lanes and using technology to prevent tailbacks caused by sudden braking.

The hard shoulders on each new smart motorway will be converted into permanent extra lanes and new emergency areas will be created for drivers to use if they break down. New CCTV cameras will also provide 100% coverage of the routes.

One of the most important signals on a smart motorway – the red X – is used to identify when a lane is closed and indicates that drivers should move into an open lane to continue their journeys.

Driving in a closed lane is dangerous, as there could be debris in the road or an accident or breakdown up ahead. Keeping the lane clear gives the emergency services the access they need to help.

Press release: Alun Cairns: “The UK Government will carry out its duty to protect Welsh industries as we leave the EU”

Welsh Secretary Alun Cairns will visit Bridgend-based PCI Pharma Services later today (Monday 3 September) to underline the UK government’s commitment to support the Welsh business community as the UK prepares to leave the European Union.

The visit follows the UK Government’s publication of its White Paper in July, outlining the future relationship between the United Kingdom and the European Union. Last week, the Government published a series of technical notices with information to allow businesses and citizens to understand what they would need to do in the unlikely event of a ‘no deal’ scenario.

During the visit, the Welsh Secretary will tour the site and speak to senior leaders and members of staff about how the White Paper proposal will ensure a deep and long future relationship with the EU, making sure that Wales and the rest of the UK is best placed to make the most of the opportunities ahead while taking back control of our laws, borders and money.

Press release: Cairncross seeks views on threats to press

As the Cairncross Review heads to Brussels, polling has also revealed almost half of British adults (47%) believe that the quality of news available has declined in the last five years.

The fact-finding mission to Brussels, as part of the Review’s Call for Evidence, will enable Chair Dame Frances Cairncross to explore threats to the sustainability of the news industry as a Europe-wide problem.

Dame Frances Cairncross said:

The challenges facing the press are not unique to the UK and it is vital that my Review listens to the experiences of other countries. I look forward to learning more in Brussels about the questions industry and policy makers are grappling with and the solutions they are considering to ensure the future of the free press is protected.

The independent review, commissioned by the Prime Minister in January, has been tasked with looking at ways to safeguard the future of the UK’s free, independent and high-quality news in the digital age.

Dame Frances will seek to understand what European governments are doing to protect the creation and consumption of accurate and financially-sustainable journalism and will speak to key stakeholders, including from the European Publishers’ Council and representatives of the Digital Economy in the European Commission.

With her final recommendations to Government and industry expected in the new year, she is particularly keen to gauge views in Europe on the buying and selling of advertising online and whether this could be made more transparent, as well as the appetite in the EU for regulation to counter the disrupting influence of online platforms on the press industry.

An online YouGov survey of British adults’ newspaper habits has found that for the first time, more people are now regularly accessing content from national newspapers online, through apps and websites, than in print (28% to 22%). It also revealed:

  • Two thirds (68%) of British online adults regularly access news through the internet.
  • Almost half of those who regularly access news (47%) admit they are accessing news in more ways now, compared to five years ago
  • Almost a third (31%) of those who regularly access news said they pay more attention to what they read in a printed newspaper than to news they read online, although most (55%) say they pay the same level of attention to both
  • TV and Radio remain the most popular platforms for accessing news – 58% regularly access news from TV and 43% from Radio
  • This compares with 29% of adults online stating they access news through social media feeds such as Facebook, Twitter, or Snapchat

The Review has previously highlighted how a quarter of all regional and local newspapers have closed in the past decade. And while the survey results show local or regional news is important to 76% of those who regularly access news, just 13% of adults said they access news via a printed local or regional newspaper, and 13% saying they access a local newspaper online. However almost two thirds (61%) said enough local news was provided for them where they live. This further emphasises the challenge posed to local newspapers – there is a disconnect between those who think local news is important, and those who seek out such news via a local paper.

The Review is calling for evidence and views from both consumers and the industry itself on the issues under consideration, including how to create and support the conditions that will enable high quality journalism to continue and flourish.

Press release: UK Government response to recent loss of life in Yemen

A UK Government spokesperson said:

The Government expresses serious concern at the tragic loss of life in Yemen over the last month. In the first two weeks of August alone, over 400 Yemenis lost their lives, including young children, and many more continue to face egregious violations of their basic human rights.

We are also deeply concerned by the tragic incidents of 2 August, 9 August, and 23 August in which so many Yemenis were killed. We offer our sincerest condolences to the families of the victims.

We welcome the speed of the investigation into the incident of 9 August, and the Coalition’s announcement of regret and action to address the recommendations of that investigation. We are reviewing the investigation’s conclusions.

We welcome the Coalition’s announcement of an investigation into the incident of 23 August and encourage the publication of the outcomes of this investigation as soon as possible. We also call for clarification of the circumstances around the incident of 2 August.

The Government condemns the attacks against Red Sea shipping, and regular missile attacks against Saudi Arabia which have been launched by the Houthis with Iranian support. These attacks have targeted residential areas and shown no regard for civilian life. Coalition countries have a legitimate right to defend their own territory.

The UK urges all parties to the conflict to do everything possible to protect innocent civilians and to demonstrate their commitment to International Humanitarian Law.

This conflict began following a seizure of power in some parts of Yemen by the Houthis, forcing out the legitimate government from these areas. The urgency now is for everyone to enable and support the UN-sponsored political process beginning with talks in Geneva on 6 September.

Press release: UK Minister Mark Field attends Pacific Islands Forum to lead global effort on climate change

Mark Field, Minister of State for Asia and the Pacific at the Foreign and Commonwealth Office will travel to Nauru for the three-day (3-6 September) Pacific Islands Forum where climate change is top of the agenda.

The UK is leading global solidarity on action to tackle climate change, and Mark Field’s visit is the second successive year a UK Minister has attended the Pacific Islands Forum, where climate change is threatening the very existence of several island nations.

The Pacific Islands Forum comprises 14 countries, of which 11 are Commonwealth members. The UK will be stepping up its engagement in the region with three additional diplomatic missions in Samoa, Tonga, and Vanuatu. This will enable greater joint working on climate change issues, as well as further regional work to promote the rules-based international system.

Minister Field said:

Britain has proudly led the way on tackling climate change around the world and, as a developed country, we have a moral imperative to help those around the globe who stand to lose most from the consequences of man-made climate change.

The message I am taking to this important Pacific Islands Forum is that unless we work together, with our Commonwealth friends and those who share our values in the region, we risk the very real tragedy of some of these islands literally disappearing off the map.

The UK is among the largest contributors of international climate finance and in the four years to 2020 will be giving developing countries over £5.5 billion to help them mitigate and adapt to the impacts of climate change. This will build on commitments made at the Commonwealth Head of Governments Meeting in London earlier this year, including the Blue Charter and the Commonwealth Clean Oceans Alliance.

Press release: Minister for the Middle East visits Iran

This is the first visit by a UK minister to Iran since the United States withdrew from the Iran Nuclear deal in May, and Minister Burt’s third visit to the country. The Minister will have two days of meetings with Iranian Ministers, politicians and NGOs. On Saturday he will meet his counterpart, Abbas Araghchi.

Speaking ahead of the visit, Minister Burt said:

This is a crucial moment for Iran’s relationship with the UK, and the wider world. Since the US withdrew from the nuclear deal we, along with European and international partners, have reiterated our support for the deal and have underscored this support through mechanisms such as EU blocking legislation. As long as Iran meets its commitments under the deal, we remain committed to it as we believe it is the best way to ensure a safe, secure future for the region.

Our support for the nuclear deal, though, does not prevent us strongly challenging Iran on issues where we disagree. During my visit this week I will stress that Iran’s ballistic missile programme and its destabilising activities in the Middle East must be addressed. I will also use the opportunity of my visit to push for the resolution we all want to see in the cases of the British dual nationals detained in Iran.

Press release: Innovative technique to install two bridges in one weekend on A14 upgrade

How do you build two 1,000 tonne bridges over a very busy road while (nearly) keeping the road open throughout? You build them at the side of the road and wheel them into place at the end!

This is exactly what the A14 Cambridge to Huntingdon upgrade team has been doing over the past few months. They have built four abutments to support the new bridges as well as two bridge decks at the side of the live carriageway, and are now ready to wheel the bridges decks, each measuring 44 metres, into place on top of the abutments.

Now the team has released an engineering video to show exactly how they plan to tackle the challenge – and it involves a very big, remote controlled platform on wheels.

The new bridges, which are being built as part of the £1.5 billion major improvement scheme and will be located at Bar Hill, will be installed during the weekend of 14 September. They will form a new, improved Bar Hill junction which will connect the A14 to the future local access road between Cambridge and Huntingdon, as well as to the existing local road between Bar Hill and Longstanton (B1050).

David Bray, project director for the A14 Cambridge to Huntingdon upgrade at Highways England, said:

Redesigning and building the Bar Hill junction was identified from the start of the project as one of the main challenges we would have to tackle. I am delighted that we’ve found a way to build the two bridges while keeping the A14 open as much as possible and disruption for people locally and road users to a minimum. And I am also excited that we’re using such an innovative solution to our challenge – that’s what makes my job so interesting.

To carry out the bridge deck installation work safely, the A14 will need to be closed between Friday 14 September, 9pm, and Monday 17 September, 6am.

During the closure, clearly signed diversions will be in place as traffic not needing to enter or exit the A14 at Bar Hill will not be able to travel through the junction along the A14 in either direction.

Through traffic travelling eastbound toward Cambridge will be diverted to leave the A14 at Godmanchester (junction 24), follow the diversion via the A1198, and A428. Through traffic travelling westbound toward Huntingdon will follow the same diversion in reverse.

The team will also need to make some temporary changes to the slip road during the closure.

Traffic wishing to travel westbound from Bar Hill will be able to access the A14 towards Huntingdon but it won’t be possible to travel eastbound on the A14 from Bar Hill. Traffic wishing to travel eastbound will be diverted via the westbound A14 to Godmanchester and join the through traffic diversion towards Cambridge.

The new bridges will ultimately replace the old bridge which will be demolished in 2019.

To help people find out more about this work and the closures, the A14 upgrade team will be available with their Mobile Visitor Centre at Tesco Bar Hill on Monday 3 September, 4pm to 8pm and Thursday 6 September, 4pm to 8pm.

There is no space to safely watch the work taking place, during the weekend but people can find out more about the work and closure details, and watch the work via a live stream online by visiting the A14 Cambridge to Huntingdon social media channels and website.

Highways England is upgrading a 21-mile stretch of the A14 between Cambridge and Huntingdon to three lanes in each direction including a brand new 17-mile bypass south of Huntingdon, with four lanes in each direction between Bar Hill and Girton. The project, which includes 34 bridges and main structures, will add additional capacity, boost the local and national economy and cut up to 20 minutes off journeys.

Press release: CMA launches court action against viagogo

Following an investigation into the secondary ticketing sector, the Competition and Markets Authority (CMA) began enforcement action against 4 major secondary ticketing websites last November. As a result, 3 of those sites – StubHub, GETMEIN! and Seatwave – offered formal commitments in April to overhaul the way they do business.

However, despite being warned a failure to do likewise would result in court action, viagogo has not offered to make the changes the CMA considers necessary to bring it in line with the law. Legal proceedings have therefore been brought in the High Court.

Andrea Coscelli, CMA Chief Executive Officer, said:

People who buy tickets on websites like viagogo must be given all the information they are entitled to. It’s imperative they know key facts, including what seat they will get and whether there is a risk they might not actually get into the event, before parting with their hard-earned money.

This applies to viagogo as much as it does to any other secondary ticketing website. Unfortunately, while other businesses have agreed to overhaul their sites to ensure they respect the law, viagogo has not. We will now be pursuing action through the courts to ensure that they comply with the law.

The CMA is concerned that viagogo is breaking consumer law – with the result that customers are:

  • not being told if there is a risk that they will be turned away at the door
  • not being informed which seat in the venue they will get
  • not being told who is selling the ticket, so that they can benefit from enhanced legal rights when buying from a business
  • given misleading information about the availability and popularity of tickets – which has the potential to lead to them being rushed into making a buying decision or making the wrong choice
  • experiencing difficulties in getting their money back under viagogo’s guarantee when things go wrong
  • being offered tickets that a seller does not own and may not be able to supply

The CMA is therefore now seeking a court order to bring these practices to an end, and ensure that viagogo does not repeat historic failures to make its customers aware of the face value of tickets on sale through its site.

Given the importance of ensuring its concerns are addressed promptly, the CMA is also seeking an interim enforcement order from the court that, if successful, will put a stop to some practices in the period up until the full trial.

The CMA continues to work closely with partner agencies and enforcers to drive up standards in the sector.

  3. On 13 August, Ticketmaster announced that it will be closing its 2 secondary ticket platforms – Seatwave and GetMeIn! – and that from 13 August, no new events will be listed on these platforms. Ticketmaster will still allow tickets to be resold through ticketmaster.co.uk in the future, but it has said that it will only allow those tickets to be sold at the price originally paid or less. Ticketmaster has formally committed to making sure that this new resale function will comply with the commitments it provided to the CMA in April.

As an enforcer under Part 8 of the Enterprise Act 2002, the CMA cannot levy administrative fines but it can enforce the above legislation through the courts, and where appropriate, obtain additional measures to improve consumer choice, drive better compliance with the law, or obtain redress for consumers.
