Press release: Foreign Secretary announces appointment of UK Commonwealth Envoy

The Foreign Secretary has announced the appointment of Philip Parham CMG as the UK’s Envoy to the Commonwealth.

Mr Parham, whose role begins on 18 June 2018, will lead the UK’s effort to ensure delivery of the commitments made at the Commonwealth Heads of Government Meeting in London in April 2018. His appointment at the start of the UK’s period as Chair-in-Office underscores the UK’s sustained commitment to a Commonwealth which is a powerful force for global good now and for the long term.

The Foreign Secretary Boris Johnson said:

Crucial commitments were made at the Commonwealth Summit in April, on the scourge of marine plastics, on trade, on cyber security, and on the vital matter of girls’ education. The appointment of Philip Parham as Envoy shows the UK’s dedication to ensuring these commitments are met.

I look forward to working with him as his team works with the member states and the Commonwealth Secretariat to deliver a fairer, more prosperous, more sustainable, and more secure Commonwealth.

Press release: James Brokenshire publishes consultation on banning combustible cladding

A consultation on banning the use of combustible materials on the external walls of high-rise residential buildings which are 18 metres or over has been published today (18 June 2018).

This was announced in Parliament by the Housing Secretary, Rt Hon James Brokenshire MP.

The cladding believed to have been used on Grenfell Tower was unlawful under existing building regulations and should not have been used. The government wants to ensure that there is no doubt about which materials can be used on high-rise residential buildings.

This consultation is inviting views on our proposals to revise the building regulations to ban the use of combustible materials in the inner leaf, insulation and cladding that are used in external wall systems on these buildings.

Residents, industry and other interested parties will now be able to have their say on proposals affecting the safety of homes. The government is legally required to consult on substantive changes to the buildings regulations before any change in the law and this consultation will end on 14 August 2018.

The Secretary of State for Housing, Rt Hon James Brokenshire MP, said:

The Grenfell Tower fire was an appalling tragedy and we must do everything we can to ensure a disaster like this never happens again.

I have listened carefully to concerns and I intend to ban the use of combustible materials on the external walls of high-rise residential buildings, subject to consultation.

The cladding believed to have been used on Grenfell Tower was unlawful under existing building regulations. It should not have been used. But I believe that the changes on which we are consulting will offer even greater certainty to concerned residents and to the construction industry.

Following her comprehensive review of fire safety and building regulations, Dame Judith Hackitt recommended that a simpler but more robust approach to the construction and on-going management of high-rise residential buildings was needed.

The government welcomed Dame Judith’s report and went even further than her recommendations, committing to:

  • banning or restricting the use of desktop studies from being used to assess the fire performance of cladding systems, unless our separate consultation demonstrates that they can be safely used; the consultation has closed and we are reviewing responses
  • change the law to achieve meaningful and lasting reform of the regulatory system, with strong sanctions for those who fail to comply
  • invite views on how the government could implement major reform of the regulatory system in line with Dame Judith’s review
  • clarify building regulations fire safety guidance (Approved Document B)

The Independent Expert Advisory Panel has issued advice to building owners on how to ensure that their buildings comply with the existing building regulations. This advice still stands. The clearest ways of ensuring that an external wall system adequately resists external fire spread are either for all of the relevant elements of the wall to be in the top 2 European classes for fire performance (Class A1 or Class A2); or to use an external wall system which can be shown to have passed a large-scale test conducted to the BS8414 standard. In all instances, building owners are advised to seek professional advice by a competent and qualified person on what further steps to take with respect to their external wall system, based on the specific circumstances of their building including the external wall system design and condition, to satisfy themselves that their building is safe.

The government is consulting on proposals to ban combustible materials for residential buildings 18 metres or over, and whether only materials in those top 2 European classes for fire performance – reflective of the approach taken in Scotland – should be allowed over the entire external wall system – from the internal face of the wall through to its external face – with limited exemptions covering parts of the wall (such as paint) that do not present a significant contribution to the risk of fire spread.

There is a statutory requirement to consult under the Building Act 1984. This consultation complies with the duty on the Secretary of State to consult the Building Regulations Advisory Committee and other representative interests on proposed changes to the substantive requirements in the building regulations.

The deadline for consultation responses is 14 August 2018. Once closed, the department will consider all the comments received and provide a response as soon as possible.

In her final report Dame Judith Hackitt stated that using products which are non combustible or of limited combustibility is undoubtedly the lower risk option than undergoing a full system test.

Press release: Helping small businesses to control their energy costs

  • £8.8 million distributed among 9 UK-based competition winners and an evaluation project

Small and medium sized businesses (SMEs) across the hospitality and retail sectors like high street cafés, restaurants and shops, as well as schools and colleges are set to benefit from new, innovative ideas aimed at reducing their energy use.

Together these sectors use the same amount of energy as 4.3 million homes, but through more efficient practice this number could be cut by more than 1 million. Funding of £8.8 million has been awarded to help develop and evaluate technologies that will help these sectors take control of their energy use through the use of smart meters, as part of the government’s modern Industrial Strategy.

The innovative smart technologies of an upgraded energy grid, like electronic household devices and thermostats you can control from a mobile phone, can help the country save up to £40 billion on energy costs over decades to come and smart meters will be central to this revolution.

The UK based competition winners, ranging from small energy management companies to tech giants Samsung and Toshiba, have designed smart information systems that give businesses real-time, tailored data on their energy use, helping them save money by being more efficient.

The benefits range from highlighting spikes in energy use in real-time and recommending ways to cut use in the long-term, to identifying faulty equipment or inefficient ways of working.

Over 11 million smart meters are in operation in homes and small businesses around Great Britain, helping consumers take control of their energy use and bring down their bills. Despite this, there is currently a lack of products specifically aimed at small and medium-sized businesses to help them to use their smart meters to take control of their energy consumption. Competition winners have been granted funds to develop such products.

Minister for Energy and Clean Growth Claire Perry said:

The scale of the ambition displayed by the winning projects demonstrates that the UK is ready to lead the world when it comes to helping smaller businesses understand their energy use through smart systems.

Energy costs for businesses can be one of the hardest things to understand and control, but these projects can change that, as well as help educate the next generation in our schools on the importance of controlling our energy consumption.

Smart meters are an opportunity for us to rewrite the rules on how we engage with the energy market and these winners will ensure that the benefits can be felt by businesses and schools as well as homes.

Case studies

Case study 1

RAE2, an energy management system will acquire data from Smart / Advanced Meters and undertake complex analytics in order to create a visual representation of energy usage for the business or site. As a result of this analysis, the system will be able to:

  • create energy strategies aligned to business needs
  • set energy budgets for individual machines or individual operational activities
  • monitor energy usage in near real-time and schedule workloads accordingly
  • rectify operational and operator behavioural issues quickly
  • identify potentially faulty machines or operational issues

Case study 2

Considerate Hoteliers is developing an energy management app for the SME hospitality market to drive savings in energy and thus cost and carbon emissions across the sector. The app will provide users with information they can act on immediately to minimise operational inefficiencies and reduce energy consumption and associated costs allowing them to see:

  • daily energy performance trends correlated to room nights and/or food covers
  • trends in utility costs
  • quick wins – recommendations on how to save energy
  • opportunity to record implemented actions and track impact
  • alerts of spikes in consumption – allowing for real time action

Press release: Government to end unnecessary PIP reviews for people with most severe health conditions

New guidance coming into effect this summer means people who are awarded the highest level of support under PIP – and where their needs are expected to stay the same or increase – will receive an ongoing award of PIP with a light touch review every 10 years.

The change will ensure that those with severe or progressive conditions receive an award which reflects the fact that their condition will not improve.

The Minister for Disabled People, Health and Work, Sarah Newton, said:

We’re absolutely determined to ensure people get the right support that they need to live better, more comfortable lives.

PIP is a needs-based benefit that takes into consideration people’s individual, and sometimes quite complicated circumstances.

We’ve listened to feedback from organisations and the public, and this common-sense change will ensure that the right protections are in place while minimising any unnecessary stress or bureaucracy.

The government will be working with stakeholders to design the light touch review process so that it adds value for both our claimants and the department – for example, by providing information on services available and ensuring that contact or bank details have not changed.

We are still finalising details of the guidance and will publish it later this summer.

The value of UK goods exports increased by 8.2 % in the year to May 2018, recent HMRC data shows.

Making the most of international demand, Leicester-based Mo Bros are now exporting their beard care goods to 78 countries, providing the latest facial fashion to fathers everywhere.

After embarking on the challenge to ‘grow a mo’ for charity in 2014, brothers Keval, Kunal and Savan Dattani identified a gap in the market for grooming products which catered for all beard types – and so Mo Bros was born. Sourcing the finest British ingredients, the brothers produce a beard care range, exporting over 250,000 products to men around the world in the last 3 years.

Kunal Dattani, co-founder of Mo Bro’s, said:

Since working with DIT, we’ve found that there is huge international appetite for our products. The quality of British-stamped products is appreciated around the world meaning the possibilities for exporting is huge – if we can do it, so can other businesses.

Tech gadgets are at the top of most Father’s Day wish lists this year, and Extreme Fliers – the designers and manufacturers of personal Micro Drone technology – have seen significant export growth in the US.

Vernon Kerswell founded the company 4 years ago and now has a team of 12 inventors, designers and engineers. Since joining DIT’s E-Exporting programme in 2017, the company has rapidly increased online sales through US tech e-marketplace Newegg.

Press release: New Charity Investigation: Asthan Babe Ke Trust

The Charity Commission, the independent regulator of charities in England and Wales, has opened a statutory inquiry into Asthan Babe Ke Trust (1027792). The inquiry was opened on 11 May 2018.

The charity’s objects include advancing the Sikh religion and education, the relief of poverty, and the provision of facilities for social recreation and elderly care facilities in the region of the West Midlands and elsewhere in the United Kingdom.

The Commission has serious regulatory concerns that the charity has not been properly managed by its trustees, as a result of an internal dispute.

A regulatory compliance case was opened in 2017 after concerns were raised regarding allegations of personal benefits, unmanaged conflicts of interest, invalid appointment of trustees, undeclared income and poor financial controls. The Commission then set the charity an action plan to help the trustees resolve the dispute and issues raised which included commencing a mediation process.

The Commission is concerned about whether the trustees have sufficient oversight and control over the charity’s funds, payments and records given that the charity is seemingly controlled and administered by an executive committee who manage the charity’s cash funds.

The Commission is also concerned about the management of the charity’s freehold assets of almost £1.8m. In order to protect the charity’s assets, the Commission advised the trustees to vest its UK property in the Official Custodian. However, the trustees have so far failed to do so.

The trustees have failed to make any meaningful progress against the regulator’s action plan. As a result the Commission has opened a statutory inquiry to address its concerns.

The inquiry will examine:

  • the governance, management and administration of the charity by the trustees, with particular regard to:
    • whether the trustees have exercised sufficient oversight and control of the charity, especially with regards to its assets
    • whether the trustees are willing/capable of managing the charity in accordance with its governing document
    • whether the trustees have complied with previously issued regulatory guidance; and
    • whether connected party transactions have been properly managed

It is the Commission’s policy, after it has concluded an inquiry, to publish a report detailing what issues the inquiry looked at, what actions were undertaken as part of the inquiry and what the outcomes were. Reports of previous inquiries by the Commission are available on GOV.UK.

Press release: Annual day of celebrations for the Windrush Generation

A national Windrush Day backed by new government funding will take place on 22 June every year, encouraging communities across the country to celebrate the contribution of the Windrush Generation and their descendants, Communities Minister Lord Bourne announced today (18 June 2018).

The event will be overseen by a body of British Caribbean representatives and a Windrush Day grant of up to £500,000 will be available each year to charities and communities seeking to hold commemorative and educational events.

The British Caribbean community have been consulted widely to ensure the legacy and contribution of the Windrush Generation and their descendants is recognised and celebrated.

The announcement comes as the nation prepares for a range of Windrush 70 activities to commemorate the arrival of the Empire Windrush at Tilbury Docks. A National Service of Thanksgiving at Westminster Abbey on 22 June 2018 will form the centrepiece of events.

Communities Minister Lord Bourne said:

A Windrush Day will allow communities up and down the country to recognise and honour the enormous contribution of those who stepped ashore at Tilbury Docks 70 years ago. It will keep their legacy alive for future generations, ensuring that we all celebrate the diversity of Britain’s history.

It is a truly proud moment as we start a week of exciting Windrush 70 events, headed by a National Service at Westminster Abbey, to commemorate the 70th anniversary of Windrush.

70 years ago on 22 June 1948 the Empire Windrush landed at Tilbury Docks, Essex. The arrival of 492 passengers from the Caribbean marked a seminal moment in Britain’s history, and has come to stand for the rich diversity of this nation.

The Windrush Generation made a huge contribution to rebuilding the country following the war and their settlement and their descendants have continued to enrich social, economic, political and religious life.

Windrush Foundation Director Arthur Torrington said:

The announcement of a national Windrush Day is a moment of great satisfaction. It will cement in the national consciousness the important contribution of those who travelled from the Caribbean to Britain 70 years ago to build a better life and participate in making Britain a stronger nation.

Their legacy has lived on in their children and grandchildren and the communities they have built across the country. For years to come, Windrush Day will bring people together to celebrate this vital part of our shared history and heritage.

Windrush 70 is not just a commemoration of the long journey made by several hundred people but recognition of their legacy which has changed all our lives – culturally, socially, economically and politically. As the Windrush 70 logo says, it’s part of our DNA and nowhere more so than Lambeth.

Confirmation of the annual event forms part of the Windrush 70 campaign that will see celebratory activities including dance performances, exhibitions and debates continue throughout the year.

The Ministry of Housing, Communities and Local Government is funding a number of events, including the following:

Press release: Billions invested by pension schemes to be used for social good under new regulations

Under new government regulations published today, trustees will be required to produce a policy which includes an assessment of the sustainability of their investment decisions.

This policy will need to be available to members so that they can make their own assessment of efforts to combat various risks, including climate change, poor corporate governance and socially harmful practices.

The government is bringing forward reforms to take account of how people put their values at the heart of the things they choose to buy, the places they live and visit, and the jobs they do. They care about the impact that their choices have on our environment and humankind.

Under these proposals pension scheme members will be able to see how their money is being put to work, and to make their views heard. Defined contribution schemes will need to make this policy available to the wider public.
More than £1.5 trillion is invested by occupational pension schemes on behalf of millions of savers across the UK and an additional £40 billion was invested in 2016/17 and under automatic enrolment.

With more and more young people saving into a workplace pension – 77% of eligible 22 to 29 year olds working in the private sector are now enrolled in a workplace pension – it is important that their views are reflected in the investment decisions made on their behalf.

Rt Hon Esther McVey, Secretary of State for Work and Pensions said:

These new regulations will empower savers all over Britain, ensuring that their voices are heard when their savings are invested.

As we see the younger generation who care more about where their money is going, they are also increasingly questioning that their pensions are invested in a way that aligns with their values. This money can now be used to build a more sustainable, fairer and equal society for future generations.

Press release: Wales’ compound semiconductor tech prowess must go global”

The time has come to promote Wales’ pioneering prowess in compound semiconductor technology on a global scale. That will be the message from the UK Government today as the Office of the Secretary of State for Wales gather leaders from Wales’ own ‘Silicon Valley’ for progress talks in Newport (18 June).

Compound semiconductors are at the heart of the high-tech devices we use today. From smartphones to tablets to satellite communications to GPS, the technology will continue to impact the way we live, work and spend our leisure time.

Wales already has a wealth of advanced semiconductor expertise in the form of IQE, SPTS Technologies, Newport Wafer Fab and Microsemi, who, along with academic partners and the UK Government’s £50million compound semiconductor applications Catapult, form the world’s first Compound Semiconductor cluster, CS-Connected.

The UK Government will host the meeting at Newport Wafer Fab – the UK’s largest semiconductor centre and the chip Foundry of the CS Cluster – where the industry experts in Wales will be challenged to explore and to capitalise on international opportunities for the sector. Officials will also seek to find out how the UK Government can work with the cluster to market Wales’ expertise in the technology around the globe.

The meeting will be attended by HM Trade Commissioner for China, Richard Burn who is visiting Wales to see first-hand the nation’s growing expertise in the sector following his meeting with Secretary of State at the GREAT Festival of Innovation in Hong Kong. As the UK prepares for future trade agreements with countries around the world, the Department of International Trade has appointed Trade Commissioners for nine geographical areas around the world to champion British trade with some of the UK’s biggest economic partners.

If we want Wales to be at the vanguard of the high-tech revolution, we need to up our stakes – and our vision must be global. That is why I’m delighted that the HM Trade Commissioner for China will attend today’s meeting in Newport.

During our meeting at the GREAT Festival of Innovation in Hong Kong earlier this year, I had the opportunity to showcase how Wales’ reputation for innovation excellence can put the UK on a firm trading footing for a post Brexit future.

But the challenge now is to seize those opportunities and to capitalise on the skills right here in south Wales that sets us apart. The UK Government wants to hear strong ideas today on how we develop this cluster and how we market the expertise we have in abundance on a global stage.

Press release: Foreign Secretary welcomes extension of Afghan government ceasefire

The Foreign Secretary lends his support to President Ghani’s announcement of an extension to the Afghan government’s ceasefire with the Taliban and calls on the Taliban to support peace.

I welcome President Ghani’s announcement that the nationwide government ceasefire with the Taliban will be extended beyond Eid al-Fitr. This shows that the Afghan government is listening to its people, who overwhelmingly support peace.

I hope that the Taliban will respect the wishes of the Afghan people and respond in kind.

The UK strongly supports steps towards peace in Afghanistan, including President Ghani’s unprecedented offer of talks without preconditions in February.
