Press release: Welsh Secretary hails outstanding individuals in the Queen’s Birthday Honours list

The Queen’s Birthday Honours List recognises the achievements of a wide range of extraordinary people across the United Kingdom.

Marking the achievements of the recipients from Wales, Secretary of State for Wales Alun Cairns said:

It is with great delight that I congratulate those who have been recognised in the Queen’s Birthday Honours list.

These honours acknowledge the incredible achievements of outstanding individuals who work tirelessly to improve the lives of others and inspire those around them.

I am proud to see people from all walks of Welsh life being recognised for their achievements and I am grateful for their commitment and dedication to their communities. Congratulations to you all.

Notable names from Wales in the honours list include Chief Constable of North Wales Police Mark Polin and Welsh sports stars Jessica Fishlock and Menna Fitzpatrick.

Congratulating Mark Polin, who received an OBE for services to policing, Welsh Secretary Alun Cairns said:

During his long and distinguished policing career, Mark Polin has provided excellent leadership and exemplified his very deep commitment to community policing at every turn.

He has been a credit to North Wales Police and is held in the highest regard not just by his colleagues, but across the range of partners that the Force works with and the communities that it serves. My sincerest congratulations to him on this very worthy honour.

Congratulating Welsh international football star, Jessica Fishlock on her MBE for services to women’s football and the LGBT community, Alun Cairns said:

From becoming the first Welsh player of any gender to make 100 appearances for their country, to league titles and player of the year awards for her clubs in Melbourne and Seattle, the accolades have been coming thick and fast for Jessica over recent years. That roll of honour is bolstered again today as she is named among the Queen’s Birthday Honours recipients.

She is a great sportswoman, an enduring role model and an inspiration to all. My warmest congratulations to Jessica – a worthy recipient of this honour.

Congratulating Welsh Winter Paralympics GB multi-medallist, Menna Fitzpatrick, Alun Cairns said:

There were few performances at this year’s winter Paralympic Games that captured the imaginations more than those exemplified on the slopes of Pyeongchang by Menna Fitzpatrick. Together with her guide Jennifer Kehoe, Menna displayed the sheer grit and determination needed to bring home a haul of four medals – including a gold – and secured the title of Britain’s most successful Winter Paralympian.

Today, and at just 20 years old, she takes her rightful place on the honours list as the youngest recipient. My congratulations to Menna on this worthy accolade and I wish her every success for the future.

Press release: Scottish people recognised in the Queen’s Birthday Honours 2018

Following on from the publication of the Queen’s Birthday Honours 2018 list today (June 8 2018), Scottish Secretary David Mundell passes on his congratulations to Scottish honourees:

I am pleased to see the Queen’s Birthday honours recognise the achievements of a diverse and inspiring number of our fellow Scots. From sporting icons to key players in business and academia, these individuals have been influential in shaping our nation.

As Scotland’s most capped footballer and joint leading goal scorer, Kenny Dalglish was rightly crowned ‘king’ by his fans around the world. His glittering achievements in football and dedicated service to communities, including through his unwavering support for the families of the Hillsborough victims and the millions of pounds raised by his family’s cancer charity, mean that ‘King Kenny’ now deservedly becomes a Knight.

I also welcome the Knighthood for Jim Ratcliffe, chair and chief executive of Ineos Chemical Group, who has built a business empire which contributes so much to the Scottish economy. And I’m pleased to see awards to celebrate the success of individuals in the Winter Olympics and Paralympics including an OBE for Mike Hay, Chef de Mission, Team GB.

I offer my sincere congratulations to these recipients on their worthy honours. What they have accomplished is an inspiration.

Press release: International visits pay off for British business

International Trade Secretary announces billions worth of overseas trade wins.

  • significant deal secured by UK company to deliver natural gas project in Cameroon
  • further deals in Panama, Turkey, India and Qatar a £75 million boost for British businesses
  • the deals come across the life sciences, transport, infrastructure and cyber security sectors

International Trade Secretary, Dr Liam Fox, today (Friday, 8 June) hailed millions of pounds worth of trade wins with some of the fastest growing economies as a sign of growing global links post-Brexit.

Capitalising on recent foreign visits by Cameroon’s Minister Secretary General, the Presidents of Panama and Turkey and the Prime Minister of India, the Department of International Trade (DIT) is helping UK businesses access exporting opportunities and increase prosperity across the country.

Following Trade Minister, Baroness Fairhead’s, meeting with Minister Secretary General Ferdinand Ngoh Ngoh, London based oil and gas company, New Age, and the Cameroon Government have agreed a deal which will see the development of a floating natural gas project in Cameroon utilising the offshore Etinde gas field.

The project is of huge importance to the African country, who will be able to ramp up their gas export operation, in turn generating a huge revenue stream for the public treasury, whilst also helping to develop offshore infrastructure in support of future local power generation.

Following the visit of the President of Panama, Juan Carlos Varela, Dorking based Biwater expanded a deal which sees them improving Panama’s water and wastewater infrastructure alongside the Panama Government.

The company’s work sees them delivering lasting environmental and social benefits to communities in Latin America’s fastest growing economy. The UK government provided support for the company and the project through UK Export Finance’s financial support offer.

UK life sciences company, GE Healthcare, also secured a deal earlier this week after the visit of President Recep Tayyip Erdoğan with Turkish construction firm KAYI holding. The agreement will see £74 million worth of medical equipment exported to hospitals being built across emerging markets of Turkey, Kenya, Tanzania and the Balkans.

DIT has also secured the first ever memorandum of understanding with the Qatar Central Bank which will see UK Cyber Security firms help secure Qatar’s online financial sector. The deal is hugely significant to the UK cyber security sector which already exports £1.6 billion worth of world-leading technology around the globe.

International Trade Secretary, Dr Liam Fox MP, said:

International visits by foreign ministers aren’t just good for the government but for UK exporters across the country too, so that local companies can expand their global reach.

There are strong reasons for the UK to be optimistic about our presence on the world stage and this series of deals, worth more than £1.9 billion, showcases Britain’s world leading capability in key sectors such as cyber security and life sciences as we leave the European Union.

That is why as an international economic department we provide a wide range of support for business such as our award-winning export credit agency, UK Export Finance, great.gov.uk and our international trade advisers.

A new direct flight route from Manchester to Mumbai has also been secured by Jet Airways last week. Beginning in the autumn, the new route will be a significant boost to exporters in the Northern Powerhouse as the new will see flights going between the 2 cities 4 times a week, improving connectivity in the process. The announcement comes following the visit of Baroness Fairhead to Mumbai and Bangalore earlier this year.

UK exports of goods and services as a whole increased by 12.1% to £622 billion last year, and with the UK gearing up to leave the European Union, the department will shortly deliver a new Export Strategy to set out the government’s ambition to get businesses of all sizes exporting their products.

Background:

Top 5 ways DIT supports businesses to export:

  1. great.gov.uk – export platform which lists thousands of export opportunities worth millions of pounds. It also puts firms in touch with global buyers at the click of a mouse.
  2. UK Export Finance – the UK’s export credit agency provides financial support like capital loans, to ensure no viable export deal fails due to lack of finance and insurance. UKEF has recently partnered with five of the UK’s biggest banks, to help small businesses easily access government-backed financial support.
  3. Face-to-face support for exporters in England – delivered via a network of around 250 international trade advisers (ITAs). ITAs are managed by 9 delivery partners who operate in each of the 9 English regions.
  4. Trade shows – DIT supports trade shows across the world to showcase the best of UK companies from sectors including life sciences, automotive and food and drink.
  5. Board of Trade – with representatives from the business community to be the ‘eyes and ears’ of modern businesses. It meets 4 times a year rotated around the UK guaranteeing all parts of the Union have a chance to raise the issues most important to them.

DIT recently launched its Cyber Security Export Strategy, setting out how the government will help the 800 British cyber security firms export their world leading services around the globe.

Press release: £19 million funding for councils to boost integration

Councils across England will receive a share of a further £19 million to help ease pressures on local services resulting from recent migration, Communities Minister Lord Bourne announced today (8 June 2018).

This latest allocation from the Controlling Migration Fund includes more than £16 million for 38 projects. Local authorities have developed plans to ease local pressures on housing, education and health services arising from recent migration providing benefits to the whole community.

The announcement today includes £1.75 million of funding to help new refugees into work and integrate into their new communities after their asylum decision is made. It also includes £1.1 million for 6 councils to support victims of modern slavery to link up with local services when they leave central government-funded support, thereby reducing their risk of becoming homeless, sleeping rough, or being re-trafficked.

Communities Minister Lord Bourne said:

We’re already seeing how funding from the Controlling Migration Fund can deliver rapid results. These new projects will further support communities in coming together to address local challenges, help recent arrivals settle into their new communities and also provide extra services for the benefit of all.

We know that refugees face particular challenges in settling into British life, so we are providing additional support to help them find work and improve their English language skills.

This latest allocation brings the total funding to £73.5 million since the Fund’s launch. The fund helps to tackle rogue landlords, increase English language support and boost community integration.

North Lincolnshire council project

In response to local concerns around anti-social behaviour, fly tipping and rogue landlords, the council has set up a new project bringing new arrivals, the local established community and agencies together to tackle these challenges head on.

Councillor Ralph Ogg, cabinet member for Safer, Greener and Cleaner Places at North Lincolnshire council, said:

The area has a rich diverse culture and we want to ensure all communities have access to key services, support and advice to help them integrate into society.

The money will be used to help bridge the gap and enable existing and new communities, landlords, tenants, businesses, and partners to work together to establish a more cohesive, stronger and settled community.

We are working with key partners to do this including the Police, UK Border Agency, waste services, safer neighbourhoods and environmental health and this is very much a joint approach.

Government’s Integration Strategy

In March 2018, the government’s Integrated Communities Strategy green paper set out a long-term plan of action to tackle the root causes of poor integration and steps that need to be taken to build stronger and more united communities across Britain.

The government is now working on local integration plans with 5 Integration Areas across the country that have already shown leadership in tackling the challenges their areas face. These are: Blackburn with Darwen, Bradford, Peterborough, Walsall and Waltham Forest.

A project in Blackburn with Darwen, funded in 2017, is having real success in supporting refugee families into permanent housing, freeing up temporary accommodation in the area. A newly appointed coordinating officer is also supporting the expansion of English language classes run by volunteers for the benefit of new arrivals.

Sayyed Osman, Director of Adult Services and Prevention at Blackburn with Darwen council, said:

Funding for project work and testing new ideas is vital to make a real difference to the communities we serve.

The English classes are well attended and appreciated. Groups go to matches at Blackburn Rovers Football Club as part of their practical sessions which is particularly powerful in terms of developing shared experiences.

Temporary accommodation helps us cope with demand; the service is sympathetic to the practical needs of families.

Refugees are typically keen to improve their English and find work. A joint project between the Home Office and the Ministry of Housing, Communities and Local Government will pilot a number of Local Authority Asylum Support Liaison Officers to work with those granted refugee status and provide them with information and support to help transition from Government-provided accommodation to mainstream society.

These 35 officers will work in 19 local authorities will also help facilitate those not granted refugee status to voluntarily return to their country of origin.

The Fund is available over the 4 years from 2016 to 2017 and 2019 to 2020. It will supplement local authorities’ budgets of £200 billion across the 4 year period up to 2020.

It is available in 2 parts:

  • ‘local service impact’ – totalling £100 million, led by the MHCLG, to help local authorities in England and their communities experiencing high and unexpected volumes of immigration to ease pressures on local services
  • enforcement – led by Home Office Immigration Enforcement, worth £40 million to direct enforcement action against illegal migrants in order to reduce pressures on local services; Immigration Enforcement is currently on track to meet their commitments under the Fund

In total since its launch the Fund has committed £73.5 million.

Bids worth £59.5 million have been approved made up of:

  • 126 bids worth £50.6 million covering themes such as rogue landlords, cohesion, English language and rough sleeping
  • 32 bids worth £8.9 million for specific proposals aimed at unaccompanied asylum seeking children

The Controlling Migration Fund has also funded centrally driven pilots:

  • 6 bids worth £1.1 million for Modern Slavery victim pathway pilots
  • 10 bids worth £1.7 million to fund Local Authority Asylum Support workers in 19 local authorities
(The Controlling Migration Fund is funding 10 bids, including one bid for the Greater Manchester Combined Authority which itself covers 10 local authority areas.)

£2.2 million from the Fund was also allocated to local authorities pressures as a result of care for unaccompanied asylum seeking children in March 2017.

£9 million from the Fund (and an additional £12.3 million from other budgets within MHCLG) was distributed by formula to build 135 authorities’ ability to care for unaccompanied asylum seeking children and care leavers for whom they have responsibility in January 2018.

Press release: Foreign flagged ships detained in the UK during May 2018

During May, there were four new detentions of foreign flagged vessels in a UK port, three vessels remained under detention from previous months. A total of four vessels remain under detention at the end of May.

  1. In response to one of the recommendations of Lord Donaldson’s inquiry into the prevention of pollution from merchant shipping, and in compliance with the EU Directive on Port State Control (2009/16/EC as amended), the Maritime and Coastguard agency (MCA) publishes details of the foreign flagged vessels detained in UK ports each month.
  2. The UK is part of a regional agreement on port state control known as the Paris Memorandum of Understanding on Port State Control (Paris MOU) and information on all ships that are inspected is held centrally in an electronic database known as THETIS. This allows the ships with a high risk rating and poor detention records to be targeted for future inspection.
  3. Inspections of foreign flagged ships in UK ports are undertaken by surveyors from the Maritime and Coastguard Agency. When a ship is found to be not in compliance with applicable convention requirements, a deficiency may be raised. If any of their deficiencies are so serious they have to be rectified before departure, then the ship will be detained.
  4. All deficiencies should be rectified before departure if at all possible.
  5. When applicable, the list includes those passenger craft prevented from operating under the provisions of the EU Directive on Mandatory Surveys for the safe operation of regular Ro-Ro ferry and high speed passenger craft services (1999/35/EU).

Notes on the list of detentions

Press release: £23.5m in small grants allocated to boost farming productivity

Farmers and rural businesses in the south-west are set to benefit from more than £7million in small grants to help boost their productivity, Farming Minister George Eustice announced today.

Across the country more than 3,500 grants worth £23.5 million have been allocated from the Countryside Productivity Small Grants scheme (CPSG).

The scheme will help farmers to purchase the equipment they need to make their businesses more productive, with grants available to aid electronic identification of livestock, improve the application of manures, and introduce guidance systems to aid precision farming.

Farming Minister George Eustice, who is attending the Royal Cornwall Show today (8 June) said:

It is fantastic to see this scheme has proven so popular, with a collective number of grants now worth £23.5 million, and nearly a third of this funding going towards farms and businesses across the South West.

The equipment on the market today can revolutionise farms, saving time and increasing yields. This funding will enable farmers, regardless of the size of their business, to access some of the best kit available.

Projects which fall under the CPSG scheme include state of the art equipment such as the Shallow Injections System which can inject slurry directly into the soil surface thereby reducing ammonia emissions, increasing the uptake of nitrogen in plants and enhancing silage quality.

The scheme, which closed for applications on 14 March, initially allocated £15 million to contribute to the cost of farm equipment to boost productivity on farms. However due to the high number of quality applications Defra has increased the funding to £23.5 million. Farms and businesses in Cornwall, Devon, Dorset, Somerset, Wiltshire and Gloucestershire are set to receive almost one third of the total allocation.

There is equipment specific to cattle, sheep and pig farmers, as well as precision farming and resource management and efficiency equipment designed to make the lives of arable and livestock farmers easier.

The Small Grant scheme is one element within the £200 million package of RDPE funding announced last summer, which aims to boost growth and create jobs in the rural economy.

For more detail on how to apply for the scheme please see here.

Press release: UK to lead international hunt for life-changing innovations

  • British businesses and innovators to get £10m boost to bring their ideas to global market
  • Calls for Britain to ‘double down’ on innovation to make our way in the world after leaving the European Union

Science Minister Sam Gyimah last night launched the UK Chairmanship of the international innovation network EUREKA, addressing the global challenge to hunt for world-changing products and services needing support to reach the market.

He attended the event celebrating the UK taking on the chairmanship of EUREKA- a global network which has invested nearly £35bn in projects in 40 countries worldwide- for the third time. EUREKA, brings together more than 40 nations to collaborate on research and development and supports the ambitions of the government’s modern Industrial Strategy.

During the one-year Chairmanship, the UK aim to expand the global reach of EUREKA and will invest an extra £10 million to support UK businesses and innovators bring new products to market.

Speaking at the launch Science Minister Sam Gyimah said:

Here in the UK, as we prepare for leaving the European Union, we face an important question: how will we as a country make our way in the world? What sort of country do we choose to be? My answer to this is clear: we will only thrive if we embrace ideas and openness, and double down on an innovative economy. Our Industrial Strategy will be key to this.

And we are backing this engagement with investment. Already, we have announced the biggest increase in public R&D investment for over 40 years, including the establishment of a £4.7bn Industrial Strategy Challenge Fund to back business-focused research. And we are going further. As part of our industrial strategy, we have set out our ambition to increase the UK’s R&D spend to 2.4% of GDP by 2027.

EUREKA is a platform to support those partnerships in research and innovation, enabling businesses to collaborate across borders, accessing new knowledge, capabilities and markets. Today, I am delighted to announce that the UK will inject an additional £10m for UK companies to collaborate with global businesses on innovation projects through the EUREKA platform, helping to create new products and services and drive business growth.

It is with great pride that I launch the UK’s EUREKA Chairmanship, beginning on 1 July, here among so many partners from around the world. I look forward to seeing all you achieve in the coming year.

Since its creation in 1985, EUREKA has supported a range of companies and organisations.

Developing a simple, effective and highly accurate blood test to detect transplant diseases has been led through a UK and Belgium EUREKA project. Its impact has reduced transplant costs by better targeting resources and is helping to improve patient’s recovery from transplants.

Cambridge based Intelligent Fingerprinting received a boost through a EUREKA project, led by the UK, Norway and France, that focussed on speeding up police investigations by using new computing techniques to help scan seized storage devices. The programme has been used by major law enforcement agencies around the world.

During the event, it was also confirmed that an additional £10 million of funding is being provided to UK EUREKA participants that will open up global R&D and innovation collaboration opportunities for UK companies to help drive growth. This will help to create new products and services by providing access to specialist knowledge, people and capability supporting UK companies to take advantage of global market opportunities.

Key facts:

  • EUREKA has been in existence for over thirty years
  • Involves 45 countries
  • Supports nearly 7,000 projects
  • Has worked with over 17,000 companies
  • Nearly £35 billion pounds already invested

EUREKA is a unique network which brings together the largest grouping of national ministries and innovation agencies, including UKRI, to support global business-focussed research and development. It aims to help businesses grow and encourages greater collaboration across borders.

Since EURKEA was founded in 1985, businesses involved have shown an additional annual turnover growth of 15% better than non-participants one year after the project finishing and companies in Eureka showed an additional annual employment growth of 7% compared to non-participating firms.

Notes to editors:

  • EUREKA is supported by a Secretariat based in Brussels, who are a non-profit organisation.
  • The current UK budget for EUREKA programmes is €4.5 million annually.

Press release: Highways England throws open its doors for budding engineers

That is why, on Saturday 30 June 2018, the company will be throwing open the doors of its North East Regional Control Centre in Wakefield to give people an insight into what really goes on behind the scenes.

Parents are being encouraged to bring their children along to find out how a motorway is run from the control room, meet the traffic officers, some who may be a familiar face from the BBC documentary A1: Britain’s Longest Road, meet some of the project teams who carry out the engineering schemes and find out what initiatives are being planned to improve safety.

There will be a chance to look round one of the traffic officer vehicles, see the impact protection vehicles that protect the workforce and get a closer look of some of the portable signs.

The tyre scanners will be available to view, along with the new leaver driver’s app and online hub.

Visitors will also have the opportunity to talk to some of our road safety partners and look around cars and motorbikes which are involved in road safety work.

There will be a guided tour and people on hand to answer any questions people may have.

Highways England operations manager Kim Taylor said:

As part of our involvement in the Year of Engineering campaign we wanted to open the doors of the regional control centre and give people a real insight into the type of work we are involved in and what goes on behind the scenes to keep our roads running.

This is the perfect opportunity for anyone who is interested in applying for a job with us to find out more about how they can get involved, and for any future budding engineers to find out more. There really is something for everyone so I would encourage people to book on to one of the two sessions we are planning using the link below.

Unfortunately we are limited by numbers so I would encourage people to book soon to avoid being disappointed.

Two sessions will be held between 10am and 12.30pm and between 1pm and 3.30pm. There will be spaces for 100 people on each session. A waiting list will be set up if any further tickets become available.

To book a slot visit the event page.

Press release: PM to lead the fight for women and girls at the G7

Women and girls who are subject to vile abuse and harassment online must be offered much better protection, the Prime Minister will say today.

At the G7 in Canada, Theresa May will tell world leaders that they must work with industry to ensure women can use the web without fear of being subjected to online rape threats, harassment, cyberstalking, blackmail, vile comments and more.

Acknowledging that platforms have made serious efforts in using advanced technologies, algorithms and protocols to tackle online terrorist propaganda, she will press the case for that work to now be extended to end abuse targeted specifically at women and girls.

The Prime Minister will note that in the first quarter of this year, Facebook took action against 1.9 million pieces of Daesh and Al-Qaeda content, a nearly twofold increase over the previous quarter – and she will call for a similar upswing in targeted action to tackle online violence against women and girls.

The Prime Minister will encourage companies to do more to quickly identify and take down online content promoting or depicting violence against women and girls, including illegal violent pornography and rape threats on social media platforms.

She will call for internet companies to use their cutting edge technology such as innovative data analytics to identify and remove adverts or websites linked to people trafficking, where sadly women and girls make up the majority of victims trafficked for the purposes of sexual exploitation.

She will also tell G7 leaders to look at how they can use legislation to deal with the perpetrators of such abuse.

Earlier this year, the UK Government announced plans to introduce new, world-leading laws to tackle the full range of online harms and set clear responsibilities for social media companies to keep UK citizens safe. Potential areas where the Government will legislate include a mandatory social media code of practice, transparency reporting and online advertising. A White Paper will be published later this year setting out details of the legislation to be brought forward.

Speaking at the G7 today, the Prime Minister is expected to say:

We know that technology plays a crucial part in advancing gender equality and empowering women and girls, but these benefits are being undermined by vile forms of online violence, abuse and harassment.

What is illegal offline is illegal online and I am calling on world leaders to take serious action to deal with this, just like we are doing in the UK with our commitment to legislate on online harms such as cyber-stalking and harassment.

Online violence against women and girls should not be separated from offline violence and the technology companies who are making welcome progress in banning and removing extremist content must use the same methods to prioritise tackling this unacceptable and deeply worrying rising trend.

Amnesty International UK published research in March looking at the online abuse of women, which found that:

  • one in five women in the UK having suffered online abuse or harassment
  • almost half of women said the abuse or harassment they received was sexist or misogynistic, with 27% saying it threatened sexual or physical assault
  • 55% saying that they experienced anxiety, stress or panic attacks as a result
  • only 23% of Facebook and 19% of Twitter users rated the platforms’ response in addressing online abuse or harassment as adequate, versus 41% and 43% who considered it inadequate

A 2016 Girlguiding survey also found that:

  • 49% of girls aged 11-21 say fear of abuse online makes them feel less able to share their views
  • 25% of girls ages 11-21 have experienced cyberbullying
  • 50% of girls aged 11-21 think that sexism is worse online than offline
  • 23% of girls aged 11-21 have had threatening things said about them on social media

And the 2017 Committee on Standards in Public Life report identified the scale of the problem of online abuse against female MPs, noting that no female MP active on Twitter was free from online intimidation.

The Prime Minister’s comments will come at a G7 session specifically discussing empowering and supporting women and girls around the world.

She will also turn her focus to the education of women and girls, telling G7 leaders that it is a devastating waste of potential that 130 million girls around the world aren’t getting the vital education and skills they deserve.

To help, she will announce new UK support to help over 400,000 girls in developing countries with the most urgent need, pledging £187 million of funding to support 427,779 girls in getting 12 years of quality education.

This new UK support will play a transformative role in lifting communities and societies out of poverty in Afghanistan, Ethiopia, Somalia, Zimbabwe, Nepal, and the Democratic Republic of Congo, enabling girls to continue their education so they can fulfil their potential and play a significant role in their communities, economies and political institutions.

Today’s announcement builds on the announcement made at the Commonwealth Heads of Government Meeting in April, where the Prime Minister pledged £212 million to get almost one million girls in developing countries across the Commonwealth learning.

The Prime Minister will say:

I am a passionate advocate of improving education for girls around the world.

It is the right thing to do and it is in the global interest. That’s why the UK is leading the way in changing views, opening up opportunities for girls and bringing parity to the classroom.
