These Regulations are made in exercise of the powers in section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(e)) arising from the withdrawal of the United Kingdom from the European Union.

These Regulations amend the Recovery of Costs (Remand to Youth Detention Accommodation) Regulations 2013 (S.I. 2013/507) by inserting a new amount that designated authorities are liable to pay the Secretary of State in respect of each night on which a child is detained on remand in a secure children’s home (increased from £610 to £678.70).

These Regulations correct an error in the Coroners Allowances, Fees and Expenses Regulations 2013 (S.I. 2013/1615) by including an express provision to indemnify coroners against awards or orders for costs made against them in the exercise of their duties under the Coroners and Justice Act 2009 (c. 25).

These Regulations make provision in connection with those parts of EU Regulation No 1257/2013 of the European Parliament and of the Council on ship recycling (OJ No L 330, 10.12.2013) (“the EU Ship Recycling Regulation”) that concern requirements that apply in relation to the construction of a ship, the ship during its working life and its preparation for recycling. Separate Regulations have been made in connection with those parts of the EU Ship Recycling Regulation that concern requirements that apply to facilities used for ship recycling (the Ship Recycling Facilities Regulations 2015 (S.I. 2015/430) and the Ship Recycling Facilities (Northern Ireland) Regulations 2015 (S.R. (NI) 2015 No 229). References in this Note to Articles are to Articles of the EU Ship Recycling Regulation.

These Regulations make minor amendments to the Childcare (Supply and Disclosure of Information) (England) Regulations 2007, the Childcare (Early Years and General Childcare Registers) (Common Provisions) Regulations 2008 and the Childcare (Childminder Agencies) (Registration, Inspection and Supply and Disclosure of Information) Regulations 2014.

These Regulations amend the Ministry of Defence Police (Conduct etc.) Regulations 2015 (S.I. 2015/25) (“the Conduct Regulations”) and the Ministry of Defence Police Appeals Tribunals Regulations 2009 (S.I. 2009/3070) (“the Appeal Regulations”), both as previously amended by the Ministry of Defence Police (Conduct, Performance and Appeals Tribunals) (Amendment) Regulations 2017 (S.I. 2017/84), to apply modified disciplinary procedures and associated appeals procedures to former Ministry of Defence Police (“MDP”) officers.
