The Scotland Act 2016, Wales Act 2017 and Onshore Petroleum (Consequential, Transitional and Saving Provisions and Model Clauses) Regulations 2018

These Regulations make amendments and modifications to the existing regime for the licensing of petroleum consequent on sections 3 and 23 of, and Schedules 1 and 6 to, the Wales Act 2017 (c. 4) (“the 2017 Act”), which devolve legislative competence to the Welsh Assembly and transfer certain functions and powers to the Welsh Ministers for the granting and regulation of licences to search and bore for and get petroleum within the “Welsh onshore area” (as defined in section 23 of that Act), and related matters.

The Income-related Benefits (Subsidy to Authorities) Amendment Order 2018

This Order amends the Income-related Benefits (Subsidy to Authorities) Order 1998 (S.I. 1998/562) (“the 1998 Order”) which provides for the calculation and payment of housing benefit subsidy to local authorities in England, Wales and Scotland which administer housing benefit. Section 140F(2) of the Social Security Administration Act 1992 (c.5) authorises the making, revocation or varying of an Order before, during or after the year to which it relates.

The Veterinary Surgeons and Veterinary Practitioners (Registration) (Amendment) (No. 2) Regulations Order of Council 2018

This Order approves the Veterinary Surgeons and Veterinary Practitioners (Registration) (Amendment) (No. 2) Regulations 2018 (“the Regulations”) made by the Council of the Royal College of Veterinary Surgeons (“RCVS”) under section 11 of the Veterinary Surgeons Act 1966 (c. 36) on 14th June 2018. Those Regulations substitute Part 4 of the Veterinary Surgeons and Veterinary Practitioners (Registration) Regulations 2014 (“the 2014 Regulations”) (as set out in the Schedule to the Veterinary Surgeons and Veterinary Practitioners (Registration) Regulations Order of Council 2014 (S.I. 2014/3493)).

The Veterinary Surgeons (Examination of Commonwealth and Foreign Candidates) (Amendment) Regulations Order of Council 2018

This Order approves the Veterinary Surgeons (Examination of Commonwealth and Foreign Candidates) (Amendment) Regulations 2018 (“the Regulations”) made by the Council of the Royal College of Veterinary Surgeons (“RCVS”) under section 6(4) of the Veterinary Surgeons Act 1966 (c. 36) on 8th March 2018. The Regulations amend the Veterinary Surgeons (Examination of Commonwealth and Foreign Candidates) Regulations 2005 (as set out in the Schedule to the Veterinary Surgeons (Examination of Commonwealth and Foreign Candidates) Regulations Order of Council 2005 (S.I. 2005/3240)).

The Network Rail (Felixstowe Branch Line Improvements – Level Crossings Closure) Order 2018

This Order authorises Network Rail Infrastructure Limited to construct a bridge over the Felixstowe Branch Line railway and close six level crossings over that railway. The Order also authorises the stopping up and diversion of public rights of way.

The Tonnage Tax (Training Requirement) (Amendment etc.) Regulations 2018

These Regulations further amend the Tonnage Tax (Training Requirement) Regulations 2000 by increasing the amount of the payments which fall to be made in lieu of training and which are payable to the Maritime Training Trust. Payments are to be made in lieu of training where the training commitment of a company or group provides for such payments, or where the company or group does not provide training in accordance with the training commitment.

The Marketing of Ornamental Plant Propagating Material (Amendment) (England and Wales) Regulations 2018

These Regulations amend the Marketing of Ornamental Plant Propagating Material Regulations 1999 (S.I. 1999/1801), in relation to England and Wales, to implement Commission Implementing Directive (EU) 2018/484 amending Directive 93/49/EEC as regards the requirements to be fulfilled by the propagating material of certain genera or species of Palmae in respect of Rhynchophorus ferrugineus (Olivier) (OJ No. L 81, 23.3.2018, p. 10).

The Health Education and Improvement Wales (Transfer of Staff, Property, Liabilities) (Wales) Order 2018 / Gorchymyn Addysg a Gwella Iechyd Cymru (Trosglwyddo Staff, Eiddo, Rhwymedigaethau) (Cymru) 2018

A Special Health Authority, Health Education and Improvement Wales (“HEIW”) has been established under section 22 of the National Health Service (Wales) Act 2006. HEIW’s principal functions relate to the planning, commissioning and delivery of education and training for persons who are employed, or are considering becoming employed, in an activity relating to the health service in Wales. A number of these functions are currently carried out by the Workforce, Education and Development Service in Velindre NHS Trust.
