Section 100ZA of the Town and Country Planning Act 1990 (the 1990 Act), which was inserted by section 14 of the Neighbourhood Planning Act 2017, provides that planning permission for the development of land may not be granted subject to a pre-commencement condition (as defined in section 100ZA(8) of the 1990 Act) without the written agreement of the applicant to the terms of the condition. This requirement is subject to such exclusions as may be prescribed by the Secretary of State (see section 100ZA(6)).

Section 21 of the Fire and Rescue Services Act 2004 requires the Secretary of State to prepare a Fire and Rescue National Framework for fire and rescue authorities. Fire and rescue authorities must have regard to the Framework in carrying out their functions. This Order applies to fire and rescue authorities in England only.

This Order is made under sections 1 and 2 of the Legislative and Regulatory Reform Act 2006 (c.51) and amends the Veterinary Surgeons Act 1966 (c.36) (“the 1966 Act”).

These Regulations make provision complementary to EU Regulation 1099/2009 on the protection of animals at the time of killing (“the EU Regulation”) and the Welfare of Animals at the Time of Killing (England) Regulations 2015 (“the 2015 Regulations”).

By virtue of sections 41(2A) and 52(2A) of the Local Government Finance Act 1988 (“the 1988 Act”), non-domestic rating lists for England are to be compiled on 1st April 2017 and every fifth year afterwards.
