These Regulations confer functions in relation to the provision of healthcare in EEA states and Switzerland (“member states”), including the making of payments in respect of such healthcare, as provided for by the Healthcare (European Economic Area and Switzerland Arrangements) Act 2019 (c. 14) (“the 2019 Act”). These Regulations also make provision to give effect to agreements and arrangements relating to the provision of such healthcare (“healthcare arrangements”) and for related purposes.

These Regulations amend references in primary and subordinate legislation to Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market (OJ No L 309, 24.11.2009, p. 1) in consequence of the amendment of that Regulation by Regulation (EU) 2019/1009 of the European Parliament and of the Council laying down rules on the making available on the market of EU fertilising products (OJ No L 170, 25.6.2019, p. 1).

These Regulations amend the Wildlife and Countryside Act 1981 (c. 69) (“the Act”) in order further to implement in England and Wales requirements contained in the Agreement on international humane trapping standards between the European Community, Canada and the Russian Federation, which was approved by the European Community in Council Decision 98/142/EC (OJ No. L 42, 14.2.98, p.40).

These Regulations make miscellaneous amendments to legislation in the field of sea fisheries and sea fish conservation to reflect the repeal, amendment and replacement of certain EU instruments relating to fisheries conservation and to amend out of date references to such instruments.

These Regulations prescribe for the purposes of article 94C(1) of the Air Navigation Order 2016 (S.I. 2016/765) (“the 2016 Order”), the age which a person must have attained to be issued with a certificate of registration as a small unmanned aircraft operator (“SUA operator”) .

These Regulations (apart from regulation 10) are made in exercise of the power conferred by paragraph 1(1) of Schedule 2 and paragraph 21 of Schedule 7 to the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies arising from the withdrawal of the United Kingdom from the European Union.

These Regulations amend the Environmental Damage (Prevention and Remediation) (England) Regulations 2015 (S.I. 2015/810). They relate to the implementation of Article 3 of Regulation (EU) 2019/1010 of the European Parliament and of the Council on the alignment of reporting obligations in the field of legislation related to the environment (OJ No. L 170, 25.6.2019, p. 115). This amends Article 18 of, and Annex 6 to, Directive 2004/35/EC of the European Parliament and of the Council on environmental liability with regard to the prevention and remedying of environmental damage (OJ No. L 143, 30.4.2004, p. 56).
