The Air Services (Competition) (Amendment and Revocation) (EU Exit) Regulations 2019

These Regulations are made in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(a), (b), (d) and (g)) arising from the withdrawal of the United Kingdom from the European Union.

The Customs Safety and Security Procedures (EU Exit) (No. 2) Regulations 2019

These Regulations are made in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under sections 8(2)(a), 8(2)(b), 8(2)(g) and 8(3)(a)) arising from the withdrawal of the United Kingdom from the European Union.

The Customs and Excise (Miscellaneous Provisions and Amendments) (EU Exit) Regulations 2019

The Regulations are made by HMRC Commissioners under the Customs and Excise Management Act 1979 (c. 2) and the Treasury further to Part 1 of the Taxation (Cross-border Trade) Act 2018 (c. 22) (“the Act”) and the Finance Act 2003. This is an EU Exit statutory instrument.

The International Bank for Reconstruction and Development (General Capital Increase) Order 2019

This Order approves the payment to the International Bank for Reconstruction and Development (“the Bank”) of a subscription not exceeding in the aggregate the equivalent of 217,673,794 United States Dollars to the increased authorised capital stock of the Bank. This subscription will be made pursuant to arrangements made with the Bank in accordance with Resolution No 663 adopted by the Board of Governors of the Bank on 1 October 2018 (“the Resolution”). The Order further provides that the Secretary of State may make payments to maintain the value of the subscription to the increased authorised capital stock. It also provides that the Secretary of State may make payments to redeem any non-interest-bearing and non-negotiable notes that may be issued by the Secretary of State in payment of this subscription.

This Order approves the payment to the International Bank for Reconstruction and Development (“the Bank”) of a subscription not exceeding in the aggregate the equivalent of 66,481,948.50 United States Dollars to the increased authorised capital stock of the Bank. This subscription will be made pursuant to arrangements made with the Bank in accordance with Resolution No 664 adopted by the Board of Governors of the Bank on 1 October 2018 (“the Resolution”). The Order further provides that the Secretary of State may make payments to maintain the value of the subscription to the increased authorised capital stock. It also provides that the Secretary of State may make payments to redeem any non-interest-bearing and non-negotiable notes that may be issued by the Secretary of State in payment of this subscription.

The Weights and Measures Act 1985 (Amendment) and Units of Measurement Regulations 1986 (Amendment) Regulations 2019

These Regulations amend the Weights and Measures Act 1985 and the Units of Measurement Regulations 1986, both of which make provision for legal units of measurement for use in the United Kingdom. These Regulations partly implement Commission Directive 2019/1258 amending, for the purpose of its adaptation to technical progress, the Annex to Council Directive 80/181/EEC as regards the definitions of SI base units (OJ L 196, 24.7.2019, p. 6), which relates to the definition of units of measurement. The amendments in the Commission Directive update European law to reflect seven new definitions of expressions of measurement and indications of quantity of the International System of Units (SI) adopted by the General Conference on Weights and Measures at its 26th meeting which took place from 13th to 16th November 2018 (see The International System of Units (9th edition 2019) edited by the International Bureau of Weights and Measures, Pavillon de Breteuil, F-92312 Sèvres Cedex France, ISBN 978-92-822-2272-0). The amendments do not alter the value of those units of measurement, but substitute new definitions expressed in terms of natural constants.

The Heavy Commercial Vehicles in Kent (No. 3) Order 2019

The Heavy Commercial Vehicles in Kent (No. 1) Order 2019, the Heavy Commercial Vehicles in Kent (No. 2) Order 2019 and the Heavy Commercial Vehicles in Kent (No. 3) Order 2019 enable the movement of cross-Channel lorries in Kent to be controlled by regulating access to the road network, conferring new powers on traffic officers to allow for such vehicles to be detected and directed, and making ancillary provision relating to enforcement.
