The Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019

Part 11 of the Planning Act 2008 provides for the imposition of a charge known as the Community Infrastructure Levy (“the Levy”). The Community Infrastructure Levy Regulations 2010 (“the CIL Regulations”) (S.I. 2010/948) implement the detail of the Levy. These Regulations amend the CIL Regulations. The CIL Regulations and these Regulations apply in relation to England only.

The Aviation Safety (Amendment etc.) (EU Exit) (No. 2) Regulations 2019

These Regulations are made in exercise of the powers in section 8(1) of, and paragraph 21 of Schedule 7 to, the European Union (Withdrawal) Act 2018 (c.16), in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(a), (b), (d) and (g)) arising from the withdrawal of the United Kingdom from the European Union.

The Double Taxation Relief (Cyprus) Order 2019

The Schedule to this Order contains a Protocol (“the Protocol”) which amends a Convention between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the Republic of Cyprus dealing with the elimination of double taxation with respect to taxes on income and on capital gains and the prevention of tax avoidance and evasion (“the Convention”). This Order brings the Protocol into effect.

The Merchant Shipping (Falkland Islands) (Amendment) (No. 2) Order 2019

This Order amends and revokes legislation which has been applied to the Falkland Islands through Orders in Council. The Order is being made because the Falkland Islands Government are bringing into force new legislation, the Falkland Islands Maritime Ordinance 2017 (“Maritime Ordinance”), to replace the provisions being revoked in article 3. The amendments being made by the provisions in the Schedule will ensure that the existing legislation will continue to apply to South Georgia and the South Sandwich Islands. The Order will come into force at the same time as the Maritime Ordinance.

The Justice and Security (Northern Ireland) Act 2007 (Extension of duration of non-jury trial provisions) Order 2019

Section 9(1) of the Justice and Security (Northern Ireland) Act 2007 (c. 6) provides that sections 1 to 8 of, and Schedule 1 to, that Act, which provide for trial on indictment without a jury (“the non-jury trial provisions”), expire at the end of the period of two years beginning with the day on which section 1 comes into force (“the effective period”). Section 1 came into force on 1st August 2007. Section 9(2) provides for the Secretary of State by order to extend or, on one or more occasions, further extend the effective period. Section 9(3)(b) provides that the effect of an order extending or further extending the effective period is to extend or further extend it for the period of two years beginning with the time when the effective period would end but for the order.

The Electricity Network Codes and Guidelines (System Operation and Connection) (Amendment etc.) (EU Exit) (No. 2) Regulations 2019

These Regulations are made in exercise of the powers in section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively arising from the withdrawal of the United Kingdom from the European Union.
