These Regulations amend the Electricity (Offshore Generating Stations) (Applications for Consent) (Wales) Regulations 2019 (“the Applications for Consent Regulations”), the Electricity (Offshore Generating Stations) (Inquiries Procedure) (Wales) Regulations 2019 (“the Inquiries Procedure Regulations”) and the Electricity (Offshore Generating Stations) (Variation of Consents) (Wales) Regulations 2019 (“the Variation of Consents Regulations”).

This Order amends The Nottingham University Hospitals National Health Service Trust (Establishment) and the Nottingham City Hospital National Health Service Trust and the Queen’s Medical Centre, Nottingham, University Hospital National Health Service Trust (Dissolution) Order 2006, which established the Nottingham University Hospitals National Health Service Trust (“the trust”).

The Food and Feed Hygiene and Safety (Miscellaneous Amendments) (EU Exit) Regulations 2019

These Regulations are made in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 (c.16) in order to address failures of retained EU law to operate effectively and other deficiencies arising from the withdrawal of the United Kingdom from the European Union. In particular, the Regulations address the deficiency specified in section 8(2)(b) of that Act, namely the conferral of functions by retained EU law on, or in relation to, EU entities which no longer have functions in that respect under EU law in relation to the United Kingdom.

The Euratom Research and Training Programme (Revocation) (EU Exit) Regulations 2019

These Regulations revoke instruments deriving from EU legislation relating to the Euratom research and training programme. The revocations address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(a) and (d) of the European Union (Withdrawal) Act 2018) arising from the withdrawal of the United Kingdom from the European Union.

The Personal Independence Payment (Transitional Provisions) (Amendment) Regulations 2019

These Regulations amend the Personal Independence Payment (Transitional Provisions) Regulations 2013 which transfer disability living allowance entitled persons to personal independence payment (“DLA transfer claimants”) by providing an exemption to personal independence payment (“PIP”) age restriction in section 83(1) of the Welfare Reform Act 2012 in cases where transfer claimants’ PIP awards are revised or superseded for a change of circumstances.

The Income Tax (Accommodation Allowances of Armed Forces) Regulations 2019

These Regulations specify conditions that must be met in order for a payment to fall within the definition of an “accommodation allowance” for the purposes of section 297D of the Income Tax (Earnings and Pensions) Act 2003 (c. 1). Section 297D was inserted by section 8(1) of the Finance Act 2018 (c. 3) and introduced an income tax exemption for payments made to, or in respect of, members of the armed forces of the Crown out of public revenue for or towards the costs of accommodation. The conditions require that a payment falls within certain categories of payments that may be made by the Ministry of Defence (“MOD”) under the pilot of its “Future Accommodation Model” set out in Joint Service Publication 464 Volume 4 Part 1 (the “JSP”), which is a document published by the MOD containing details of this pilot.
