Press release: £27 million flood scheme opens in Blackpool

A £27 million scheme to reduce flood risk to 4,800 properties in Blackpool was officially opened today (30 October) by Blackpool Council Cabinet Member for Environmental Services, Councillor Fred Jackson and the Chair of the Environment Agency Emma Howard Boyd.

The new defence at Anchorsholme safeguards Blackpool’s iconic seafront tramway, which is enjoyed by the thousands of visitors each year who flock to the quintessential British seaside resort. It also helps protect vital infrastructure and a major pumping station.

A kilometre of concrete sea wall has been replaced, maintaining access to the beach, and a new promenade attracts residents and visitors with views over the Irish Sea. The promenade also links the seafront to the nearby Anchorsholme Park, which is being redeveloped. The new defences will help protect Blackpool’s tourism and recreational income for the next 100 years.

The scheme forms part of the Fylde Peninsula Coastal Programme, a partnership between the Environment Agency and Wyre, Blackpool and Fylde councils to reduce flood risk to people and develop historic and natural environments. Anchorsholme together with the Rossall project, which is due to be completed next year, form one of the largest coastal defence projects in the country.

Emma Howard Boyd, Chair of the Environment Agency, said:

Blackpool’s iconic beachfront is visited by thousands of families each year. This new coastal defence, delivered in partnership with local councils, will better protect the town’s popular tourist attractions as well as nearly 5,000 homes and businesses.

It’s great news and demonstrates how our work benefits people and the environment.

Blackpool Council Cabinet Member for Environmental Services, Councillor Fred Jackson, said:

I am delighted that this vital sea defence scheme has been officially opened. We now have a sea wall that will provide much stronger flood protection for years to come.

We also have a wonderful new promenade for all to enjoy which makes access from the seafront to the park and town so much easier.

The project has been both an incredible challenge and an incredible achievement for all the organisations involved.

I am also extremely grateful to the neighbours and the local community for being so patient during the construction work. However, I trust that they are delighted with the final result and the additional regeneration work that is being undertaken.

Anchorsholme’s new sea wall was made possible thanks not only to £20 million of government funding, but also the huge support of local government and other partners.

The result is brilliant news for the community – regenerating the area and providing better protection for almost 5,000 homes and Blackpool’s iconic tram network ahead of winter.

The Blackpool Council scheme has been funded by the Environment Agency through government grant aid and delivered by contractors Balfour Beatty.

Press release: Upcoming exercise at Worcester City Centre flood scheme

On Thursday 2 November, the Environment Agency will be carrying out an exercise at the Hylton Road flood defence scheme in Worcester city centre.

The exercise will allow the Environment Agency field operations team to test the barrier deployment process, while also carrying out essential maintenance to parts of the demountable flood barriers which are in the highway.

This will mean that there will be some disruption caused during the exercise as Hylton Road will be closed to traffic between 6:30pm and 8:30pm. The path by the river will remain open to pedestrians.

Barry Killner from the Environment Agency said:

Exercises like this are essential for us to test our procedures and ensure an effective operational response, so that we are fully prepared for when flooding does occur. We are also using the closure of Hylton Road as an opportunity to carry out essential maintenance on our flood barriers across the highway, reducing future impacts to the businesses and residents.

Cabinet Member with Responsibility for the Environment, Councillor Tony Miller said:

Testing the processes and carrying out essential maintenance of our flood barriers, can only be a positive thing for the county. It contributes to the county being able to continue to function as normal as possible, during bad weather, lessening the impacts on the local residents and institutions such as schools and businesses”.

Press release: Report 15/2017: Serious irregularity at Cardiff East Junction

Summary

Over the Christmas and New Year period from 24 December 2016 to 2 January 2017, Network Rail carried out extensive resignalling and track remodelling work in and around Cardiff Central station. This was the final stage of the Cardiff area signalling renewal scheme, a project which has been in progress for several years. This stage involved the closure of the power signal box at Cardiff, with control of the signalling in the area moving to the Wales Railway Operating Centre (WROC), and changes to the track layout and signalling on the east side of Cardiff Central station.

Some of the new layout was brought into use on 29 December. At 08:37 hrs on that day, the driver of a train from Cardiff Central to Treherbert, which had just left platform 7, noticed that points in the route his train was about to take were not set in the correct position, and stopped the train just before reaching them.

The points at which the train stopped were redundant in the new layout, and should have been secured in readiness for their complete removal at a later date. The project works required eight sets of points in two separate locations to be secured. In the event only six of the eight points were secured, and the line was re-opened to traffic without the omission having been identified by the testing team through the normal checking processes which should take place as part of this type of work. The two sets of points which were missed were left in a condition in which they were unsecured and not detected by the signalling system, and the points at which the train stopped were set for the diverging route. If the driver had not noticed the position of these points and stopped, the train would have been diverted on to a line which was open to traffic, on which trains can run in either direction, and on which another train passed over about three minutes after the train involved in the incident came to a stop. The new signalling system uses axle counters for train detection, and in this situation the system would not have immediately identified that the train was in the wrong place.

The points had been left in this unsafe condition because they had not been identified as requiring securing by the team securing points during the works. Furthermore, no one had checked that all the points that needed to be secured during the works over the Christmas period had been. Route proving trains, a performance and reliability tool used to ensure the system was working correctly before running passenger services, had been cancelled.

The investigation also found that a work group culture had developed between long standing members of the project team that led to insular thinking about methods of work and operational risk. This meant that team members relied on verbal communications and assurances. An underlying factor was insufficiently thorough project governance and a possible underlying factor was ineffective fatigue management.

In this case, no-one was injured and no damage was caused by the event, and Network Rail acted quickly to secure both sets of points.

Recommendations

RAIB has identified four learning points and made three recommendations. The learning points relate to the need for testers in charge to be able to confirm that all redundant wiring and equipment has been checked; the need for each intermediate state in which the railway is to operate before completion of the scheme to have an up to date and correct signalling scheme plan reflecting the true state of the layout; the need to mitigate the effect of cancelling route proving trains at the end of commissioning works; and the need to carefully consider the value and purpose of team briefings relating to large scale works to avoid people being overloaded with superfluous information.

Three recommendations have been made, all directed to Network Rail. The first relates to the need for good project governance to ensure a project complies with guidance, procedures and processes to enable the railway to be handed back after works are completed in a safe state in order to resume operational service. The second is concerned with document management systems, and the third recommendation deals with fatigue management for people working on projects and commissioning, recognising that fatigue in the workplace needs to be managed and mitigated, not just the risk of workers suffering fatigue while travelling to and from their place of work.

Simon French, Chief Inspector of Rail Accidents said:

This alarming incident, in which a train came close to travelling down a track that would have put it on an unprotected collision course with other trains, serves as a timely reminder of how easily things can go wrong when railway infrastructure is being upgraded and renewed.

It happened very close to the end of a huge engineering project, to renew the track, signals and train control systems over a large area of south Wales. Thousands of people worked hard on that project, many of them over the Christmas and New Year period at the end of 2016, and they delivered the renewed railway on time – a great achievement. But over the years that the project had been in progress, some bad habits had crept in. Well-meaning people were taking each other’s word that things had been done, instead of insisting on seeing the proof. The end result, in this case, was that no-one checked that redundant points, due to be removed altogether in a few days or weeks, had been locked in the correct position. Good project governance includes making sure that the right procedures are in place and that people follow them, at all levels, all the time. We have concluded that the project governance arrangements, and the processes that should provide Network Rail with assurance that these are being followed, need a thorough review in the light of what happened at Cardiff.

It is also important, when organising intensive periods of commissioning work, to properly manage the working hours of the people doing the job. Back in 1988, the disastrous collision at Clapham Junction happened in part because working for weeks on end without any days off was part of the culture in some areas of the railway. Rightly, things have changed a lot since then. However, the events at Cardiff showed how easy it is to forget the lessons of Clapham and slip back into those habits under the time pressures of a big commissioning.

RAIB is now investigating the collision at Waterloo on 15 August this year, which also took place during the commissioning stage of a large and high-profile project involving track and signalling changes. We will again be looking closely at how such projects are managed, and whether the lessons learned from the tragedies of the past are still being applied effectively on today’s railway.

Press release: Michael Gove: Food and farming transforms UK into innovation nation

The Environment Secretary Michael Gove will today hail the UK’s forward-thinking food sector for driving innovation and productivity as we prepare to leave the EU.

Ahead of a visit to the Bournville chocolate factory today (Friday 27 October), which recently used a £75 million investment to launch four new production lines and employ thousands more staff, the Environment Secretary praised food producers across the country for creating thousands of new products every year – from craft beers, to chocolate, to healthy snacks.

At the Birmingham based factory, the Environment Secretary will see first-hand how even our most recognisable products are continuing to find new ways to push the boundaries – from new technologies to prolong shelf life to ‘free-from’ ranges that tap into consumer demand. The newest line at Bournville can now produce one million bars of Dairy Milk per day.

During a tour of Bournville’s newest production lines which can make a million bars of Dairy Milk every day, the Environment Secretary will see the company’s new innovation kitchen, where the next generation of Bournville products are dreamt up.

Environment Secretary Michael Gove said:

As we leave the EU, we have a great opportunity to make sure our food and farming industry is leading the way in modern, creative thinking.

An innovative industry is a resilient one, and by investing in new technologies and ideas we can make sure we continue to thrive on the global trading stage and build on our renowned reputation as a great food nation.

Last year Defra launched the first ever Food Innovation Network to connect food producers across the country with world-class facilities such as test-kitchens and laboratories to help them create new products and production methods.

The government has also invested £160 million through the Agri-Tech Strategy to improve the flow of ideas and solutions from the laboratory to the farm, as well as £90m to support the creation of four Centres of Agricultural Innovation. These centres will help turn agricultural innovation into commercial opportunities, stimulating inward investment and helping revolutionise future farming practices.

Each year the food chain brings more than £110 billion to the UK economy, with exports hitting a record £20 billion for the first time last year. More than £620 million worth of chocolate was exported around the world, with shipments going as far afield as Australia and the US.

Press release: Enforcement Undertaking agreed with Anglian Water

An enforcement undertaking (EU) has been agreed with Anglian Water after the company polluted Houghton Brook, Cambridgeshire with sewage.

Around 150 fish died when sewage from Ilex Road Pumping Station in St Ives was pumped into the water system for 10 hours via the emergency overflow.

The overflow was mainly caused by excessive levels of un-flushable material/rag blocking the pump, which was a known issue at the works. Contributing factors included a second pump being out of service during the incident and the failure of an alarm.

At the time of the pollution the water company tankered the watercourse to prevent pollution travelling further downstream and 2 days later the stream was running clear.

Anglian Water has since replaced equipment at the pumping station including a pump that can better cope with high levels of rag.

The Environment Agency accepted the offer by the water company to put right any damage caused by the pollution and to donate to an environmental charity.

Environment to benefit

As part of the EU, Anglian Water has donated £100,000 to the Wildlife Trust for Bedfordshire, Cambridgeshire and Northamptonshire to benefit the local environment and also paid the Environment Agency’s costs.

Jeremy Hay, Environment Agency officer, said:

Enforcement undertakings allow those who commit offences to restore the environment and to take steps to prevent a recurrence.

When appropriate, they allow a quicker resolution than a prosecution and help offenders who are prepared to take responsibility for their actions to put things right voluntarily working with their local communities”.

Formal sample results taken after the incident in September 2014 showed that sewage had polluted approximately 635m of the stream.

The EU was offered in relation to an offence of pollution under section 4 of the Salmon and Freshwater Fisheries Act 1975.

It was accepted in March 2017 and the undertaking was completed on 30 May 2017.

Press release: Charity Commission welcomes publication of the UK’s National Risk Assessment

The Charity Commission for England and Wales welcomes today’s publication of the UK’s National Risk Assessment (NRA 2017) of money laundering and terrorist financing and in particular the chapter on non profit organisations (NPO) – which includes charities.

The NRA 2017 published today assesses the terrorist financing risk of the NPO sector in its entirety to be low, whilst recognising that certain parts of the sector – particularly charities working internationally in certain countries – face significantly higher risks. The Commission welcomes this distinction and emphasises that the risks that charities face will vary depending on what they do and where they operate. In 2015, the UK’s first NRA assessed the terrorist financing risk to the NPO sector as medium-high.

The Commission is pleased to have worked with the Home Office and HM Treasury on the NRA 2017 and to have contributed, along with law enforcement agencies and other government departments, to their understanding of the charity sector in England and Wales and the risks relating to terrorist financing and money laundering that it faces.

The Commission encourages trustees to read the NRA 2017 and to consider the risks to their charity, particularly if their charity works internationally in a country that the NRA 2017 has identified as being at greater risk. The Commission has published guidance for trustees on these issues, such as its Compliance Toolkit: Chapters 1, 2 and 5. It also undertakes outreach work with the sector and publishes regulatory alerts and messages to assist trustees in understanding the risks of terrorist financing and how to manage them.

Michelle Russell, Director of Investigations, Monitoring and Enforcement at the Charity Commission, said:

We welcome today’s publication of the NRA 2017 and the updated assessment on the risks to the charity sector from terrorist financing and money laundering. The risks to the sector of such abuse are not shared equally. It is essential that those charities that are at greater risk take steps to protect themselves so that charitable funds are not abused.

Any trace of terrorist financing within the sector corrodes public confidence in charities and cannot be tolerated. One case is one too many, which is why we continue to work proactively with the subsection of the sector that remains at high risk. In response to today’s publication we are reminding those charities to review our Compliance Toolkit and ensure that they have strong financial, due diligence and monitoring controls in place to prevent exploitation by terrorist groups.

Press release: New centre for sustainable aquaculture aims to unlock solutions to global food security

With the world’s population set to increase to almost 10 billion by 2050, providing future generations with safe and sustainable farmed seafood is the critical aim of a new collaboration between the Centre for Environment, Aquaculture and Fisheries Science (Cefas) and the University of Exeter.

The Collaborative Centre for Sustainable Aquaculture Futures has been launched today by Environment Secretary Michael Gove, with an ambition of bringing together world-leading scientists to ensure the key challenges facing sustainable growth of the aquaculture industry are better understood, both at home and internationally. The centre will focus on aquatic animal health, food safety and protection of the aquatic environment – in support of international food security and sustainable “blue” growth.

Key issues to be addressed by the centre include:

  • providing scientific support to reduce the $6bn annual losses due to disease in aquaculture
  • providing evidence and tools to ensure that fish, shellfish, crustaceans and seaweeds produced in the global industry are safe to eat
  • understanding how cutting edge molecular diagnostics, pathology, animal breeding and nutrition can be applied to assist seafood farmers, particularly in more vulnerable societies
  • ensuring that aquaculture is developed sustainably, for the benefit of communities, economies and the environment.

Speaking at Cefas’ annual science conference, Environment Secretary Michael Gove said:

As we work towards a Green Brexit, it is crucial we tackle the challenges facing our marine environment and Cefas’ commitment to scientific research and innovation has never been so important.

The new centre not only establishes our position as a world leader in marine science and sustainability, but will prove critical to the health of our fisheries and the economic vitality of our coastal areas – helping us in our continued drive to leave the environment in a better state for the next generation.

Speaking on behalf of the new centre, co-Director and pathologist Professor Grant Stentiford from Cefas said:

The launch of this centre is timely – by acting now to apply UK science expertise to the barriers that currently stand in the way of a safe and sustainable future aquaculture industry, we will help ensure food security for future generations and continue to support our national, as well as international commitments to the environment.

For the first time, government and academic science related to aquaculture sustainability is coming together in support of development and consolidation of the global industry.  The Centre will co-design solutions in national, regional and global aquaculture sustainability and is uniquely positioned to support the rapidly expanding global aquaculture industry.

A Strategic Alliance has existed between the Centre for Environment, Fisheries and Aquaculture Science (Cefas) and the University of Exeter since 2012. The Alliance combines the complementary capabilities of a cutting-edge Government laboratory and, a leading Russell Group University. The alliance has increasingly focussed on solving intractable problems in the sustainable supply of food from the aquatic environment.

Professor Charles Tyler, co-Director of the centre from the University of Exeter said:

We are delighted to be able to strengthen our collaboration with Cefas in the area of aquaculture. Making aquaculture ‘work’ for the environment and for society is a grand challenge and one which requires both broad thinking and, a truly interdisciplinary scientific team.

Given that animal disease and food safety present two of the most significant hurdles to sustainable production, we will place major focus on scientific research and advice where the impact to industry and society will be highest.

Examples of current projects that the centre will take forward include:

  • 10 joint PhD studentships in aquatic animal health and food safety funded between 2015-2020
  • Joint aquaculture health projects funded by Newton/BBSRC in India, Bangladesh and Malawi
  • Newton funded programmes in Thailand, focussed on new models for controlling disease in aquaculture.

Whilst linking up specialists from across the University, the new Centre will closely align with the recently-opened Living Systems Institute, a world-class collaborative research facility focused on the mitigation of disease in plants, animals and humans.

Press release: Government announces plans for disclosure of pension costs and charges

Savers will also be able to access information about where their money is invested, opening up the possibility of people having greater choice over where their pension is invested.

Failure to provide this information could cost occupational workplace pension scheme trustees up to £50,000 from April 2018.

Up to 10 million people could benefit from the move.

This is the next step the government is taking to ensure savers receive good value for money from their pension, that their pension will meet their needs for retirement, and that savers are better able to maximise savings.

Secretary of State for Work and Pensions David Gauke said:

The government is beginning to address a fundamental imbalance that exists in the pensions industry.

For too long savers have been in the dark about where their pension is invested, what they are paying for, and why they are paying it.

I want people to have a strong sense of personal ownership over their pension savings. These proposals do just that and will open the industry.

By giving people the tools to better understand their options and compare value for money, I believe we are creating a generation of smarter, more informed savers.

Today’s announcement comes on the back of the latest pension charges survey which shows that 98% of eligible members are at or below the 0.75% cap introduced by government.

However with the survey also showing a clear lack of transparency on some costs in pension schemes, the government is proposing that members receive an annual benefit statement where they can find the costs and charges for their scheme.

Publication of charge and transaction cost information will enable pension scheme trustees and others to compare the value for money they are receiving with their peers, thereby driving better market outcomes.

Government will also compel schemes to publish an illustration of the compounding effect of the costs and charges affecting their pension savings.

The Financial Conduct Authority (FCA) will consult on corresponding rules for workplace personal pensions in the new year.

The consultation is open for 6 weeks.
