Press release: Attorney General applies for £400 million to be released from legal limbo to help pay down the National Debt

The Attorney General will today apply to the High Court to unlock £400 million from the National Fund in order to help pay down the National Debt.

The National Fund was created in 1928 with an anonymous donation of £500,000 with the purpose to pay off the entire national debt and has since grown to £400 million. The fund has never grown above 0.066% of the national debt and has therefore been stuck in a legal limbo. The government is now addressing this with an application to the High Court to release the money.

The Attorney General Jeremy Wright QC MP said:

Almost 90 years ago an anonymous donor bequeathed money to the nation and yet we have not been able to put it to good use. We have been working with the Treasury, Trustees and the Charity Commission to find a solution consistent with the donor’s original objectives of extinguishing the national debt.

I am applying to the High Court to ask that the Fund is released and if that application is successful, the Fund could be used to benefit the nation by helping to do what the original donors intended.

The Attorney General has sought agreement from the Trustees of the fund, to apply to the High Court to ask that the terms of the trust are amended so that the money can be released.

In keeping with the fund’s fundamental intention, the Attorney General will apply for the money to go towards the reduction of the national debt.

Our economy has grown every year since 2010, which is down to the hard work of the British people. The national debt is now starting to fall, and the release of this fund will further help the country build an economy that works for everyone.

Press release: Australian life sciences company Medical Ethics announce a £3 million investment in Wales

Melbourne-based life science research and development company Medical Ethics has announced a direct investment of over £3 million in Wales over the next three years, making Cardiff its new base in the northern hemisphere.

Medical Ethics develop products that alleviate pain and minimise suffering associated with wounds and surgical procedures in animals. As a UK hub for life sciences expertise, Wales will provide the company with the ideal base to progress the development of its technology for humans.

Medical Ethics chose to invest in the UK for its expertise in a number of fields required for the commercialisation of the company’s technology. This includes regulatory affairs, manufacturing and clinical studies, tax subsidies and patent box incentives.

Currently Medical Ethics engages 18 independent service providers and consultants across the UK and has plans to expand its headcount. The company will also look to use other UK consultants and service providers as it addresses future regulatory and commercialisation requirements.

Medical Ethics has worked with the Department for International Trade (DIT) for two years, receiving advice, grant application assistance and introductions to key UK stakeholders including the Wales Wound Institute in Cardiff and Cardiff University, both of which the company now collaborates with. Without DIT’s support, the company would not have been able to identify these connections and would not have chosen the UK as a location for investment.

For us, Wales was the obvious choice in the UK, especially given our sector – Life Sciences. Wales offers the skills, expertise and infrastructure for our business to thrive.

Through DIT, we’ve been able to participate in the Global Entrepreneur Programme, enabling us to overcome a number of initial challenges. DIT, along with Innovate UK, also supported us with introductions to key experts including the Wales Wound Institute in Cardiff – an introduction which had a significant impact on our decision to choose the UK.

When looking to expand internationally, we initially looked at a number of countries. However, we believe it would have been a more difficult process in these territories as we did not identify programmes that provide the same level of support we’ve been offered in the UK.

Press release: New Clean Air Strategy to be launched by Environment Secretary Michael Gove

Later today Environment Secretary Michael Gove will publish a Clean Air Strategy which aims to cut air pollution and save lives, backed up through new primary legislation.

Air pollution is the fourth biggest threat to public health after cancer, obesity and heart disease and the new government strategy sets out how we will go further and faster than the EU in reducing human exposure to particulate matter pollution. Today’s proposals are in addition to the government’s £3.5 billion plan to reduce air pollution from road transport and diesel vehicles, set out in July last year.

It is estimated that the action set out today will reduce the costs of air pollution to society by an estimated £1 billion every year by 2020, rising to £2.5 billion every year from 2030.

The new strategy, which is now out for consultation, is a key part of our 25 Year Plan to leave our environment in a better state than we found it. It sets out:

  • Our goal that by 2025, we will halve the number of people living in locations where concentrations of particulate matter are above the WHO guideline limit of 10 ug/m3 by 2025.
  • We will introduce new primary legislation, which will give local government new powers to improve air quality.
  • We will legislate to ensure only the cleanest domestic fuels will be available for sale, preventing 8,000 tonnes of harmful particulate matter from entering the atmosphere each year.
  • For the first time the government will take concerted action to tackle ammonia from farming – which is responsible for 88% of ammonia emissions – by requiring farmers to invest in the infrastructure and equipment that will reduce emissions. Farmers will be supported to achieve this through our new system of public money for public goods.
  • We will work with international partners to research and develop new standards for tyres and brakes to enable us to address toxic non-exhaust emissions of micro plastics from vehicles which can pollute air and water.
  • We will provide a personal air quality messaging system to inform the public, particularly those who are vulnerable to air pollution, about the air quality forecast, providing clearer information on air pollution episodes and accessible health advice.
  • We will put new investment into scientific research and innovation strengthening the UK’s position as a world leader in clean technology and secure further emissions reductions.

During a visit to meet air quality researchers at Imperial College, Environment Secretary Michael Gove said:

Air quality has improved significantly since 2010 but sixty years on from the historic Clean Air Act a clear truth remains – air pollution is making people ill, shortening lives and damaging our economy and environment.

This is why today we are launching this clean air strategy, backed up with new primary legislation. It sets out the comprehensive action required across all parts of government to improve air quality.

The strategy also sets out how we will work with media outlets to improve public access to the air quality forecast and help individuals and organisations reduce their contribution to air pollution; showing how this can help them protect their families, colleagues and neighbours.

The importance of raising awareness of the dangers of air pollution is evident in a research report, also published today, which shows just 1 in 5 respondents felt they knew a lot about its effects. The report also showed a lack of awareness of the wide range of sources of air pollution with most naming transport as the main cause. But transport emissions are only one part of the problem. From farming to cleaning solvents there are a large range of other day to day practices, processes and products that produce harmful emissions.

Of particular concern is burning wood and coal to heat a home which contributes 38% of UK emissions of damaging particulate matter. Cleaner fuels and stoves produce less smoke, less soot and more heat. In future only the cleanest domestic fuels will be available for sale.

Mr Gove added:

Government cannot act alone in tackling air pollution. Our strategy sets out how we will work with businesses, farmers, industry and households to develop innovative new solutions to reduce emissions. It also highlights how we can all take action and playing an important role in cleaning up our air.

Also being announced today, by Health Secretary Jeremy Hunt, is a new tool for local authorities developed for Public Health England by Imperial College and the UK Health Forum which will enable local authorities to estimate the economic impact of air pollution in their area. The tool takes account of the cumulative cost for diseases where there is a strong association with air pollution: coronary heart disease; stroke; lung cancer; and child asthma.

Secretary of State for Health and Social Care, Jeremy Hunt said:

Air Pollution is contributing to a national health crisis. If we fail to take decisive action, we risk more of our children suffering from asthma, and patients needlessly ending up in hospital.

Our health service can only go so far in treating the conditions that dirty air can contribute to, and we have a responsibility to stop this issue at source. Today’s Clean Air Strategy and Air Pollution Tool do just that, taking a giant step towards cleaning up our air for good.

Press release: PM speech at High Performing Teachers’ Reception: 21 May 2018

Good evening everyone and welcome to Downing Street.

We have teachers here from across the country, including from a school in Wimbledon Park where I used to be a governor!

One of the many wonderful things about living here and working here at No 10 is that I can draw inspiration from the countless great figures who have passed through these rooms over many years.

I was asked earlier what it feels like to feel the history of this place when you are sitting in the Cabinet Room – so many great decisions have been made here, and it has seen so many great people.

But few can claim to have shaped and influenced as many lives as the incredible people here this evening.

You educate. You inspire. You unlock the potential of young minds, turn their aspirations into reality, you nurture the innovators, leaders and entrepreneurs of tomorrow.

I was making a speech earlier today about science and the importance of nurturing innovation and creativity among our young people for the future. So teachers do a remarkable job, and you represent the best of the best. Indeed, we have among us Andria Zafirakou, who I am delighted to welcome back to Downing Street today, who has been named as the world’s best, the first ever British winner of the Global Teacher Prize.

But amazing though it is, we are not here today just to celebrate Andria’s achievement. We are here to celebrate all of you, and all of your colleagues ups and down the country who do such vital work day-in, day-out.

You are completely committed to giving every child the education that is right for them.

And Damian and I are absolutely committed to helping you make that happen. You can see that from what we have achieved so far and what we are doing next.

Compared with 2010, nearly two million more children are being taught in schools that are good or outstanding. We have raised teacher numbers to record levels. We are looking at ways of reducing your workload by stripping out unnecessary bureaucracy. We are working with the profession on a new strategy to drive recruitment and boost retention.

And we are doing all of this because this is a government that supports and values teachers. Because we know that the success of every young person, in whatever they go on to do in life, is shaped by the education they receive at school.

I was just asked about what education means to me. I said what I say to young people is education is the key to unlock the door to your future, and it is so important.

Although I have to say on my first day at school I did not perhaps view it in quite the same way. Because on my very first day at primary school, the headmistress had to literally carry me, kicking and screaming, into the classroom.

I think at the time she said “look what a silly girl we have here”.

Fortunately, it did not take long for me to realise and appreciate both the power of education and the impact that good teachers have on so many young lives.

That’s something that stayed with me in my time as a councillor, when I was chairman of the education authority in Merton. It stayed with me as a new MP, when the very first speech I gave was about education, and in my first frontbench job, was as shadow schools minister and then as shadow education secretary.

And it is something that drives me today as Prime Minister.

When I stood on the steps outside this house almost two years ago, I talked about my desire to tackle the burning injustices facing our country today.

And education is the key to doing so, and that means teachers like you are the key to making Britain the great meritocracy it can and should be.

The generations of famous figures who have graced this room throughout history owe their successes to the teachers who inspired and educated them. Teachers just like you.

So I want to thank you, and thank all teachers, for everything you have already done to nurture the next generation.

And let me say, once again, how much I look forward to working with you so that every child in every corner of this country has the best possible start in life.”

Press release: Foreign Secretary statement on Venezuela elections

Foreign Secretary Boris Johnson said:

I am disappointed, but not surprised, that Maduro pressed ahead with deeply flawed elections to secure his own survival. They were neither free nor fair, and have further eroded Venezuelan democracy. There is an urgent need to restore democratic order, release political prisoners, and respect the National Assembly and political opposition.

The condemnation of the international community is loud and clear. We shall work closely with our EU and regional partners in the coming weeks to determine how we can continue to support a political resolution.

I remain deeply concerned by the man-made humanitarian and economic crisis, which is growing worse by the day. I urge the Venezuelan government to take immediate action, and let the international community deliver essential food and medicines. The suffering of ordinary Venezuelan people cannot be allowed to continue.

Press release: Government launches consultation on Claimant Count

The Department for Work and Pensions (DWP) is consulting on a new measure of the number of people claiming unemployment-related benefits to provide consistency over time.

This follows a decision by the UK Statistics Authority to remove the National Statistics quality mark from the current Claimant Count statistics as they no longer provide a reliable measure of movements in the labour market.

The Claimant Count is rising in areas where Universal Credit has rolled out because it is counting people in the ‘Searching for Work’ Universal Credit conditionality group. Some of these people would not previously have been included in the Claimant Count under Jobseeker’s Allowance.

More consistent data will allow more meaningful comparisons over time so that the government can be held to account for its progress on supporting everyone who wants to work, to find a job.

In a consultation launched today by Minister of State for Employment Alok Sharma MP, the DWP is seeking views on 2 alternative options.

Having a more accurate picture will help Local Authorities and Jobcentre Plus understand the needs in their communities.

Minister of State for Employment Alok Sharma said:

I am delighted that we have record employment in the British economy, but it is also important that we have an accurate measure of the number of people claiming unemployment-related benefits so we can provide support to those wanting to move into work or to a better paid job.

I urge all those with an interest in this area to take part in this consultation.

Press release: Luxury car dealer banned after failing to keep accounting records

Zaid Fares Al-Safee, 29, from West London, was a registered director of Exotic Global Limited, a company that sold new cars and light motor vehicles.

The company was first incorporated in 2013 but after almost two years of trading, in June 2015 Exotic Global Limited was placed into Creditors’ Voluntary Liquidation (CVL) and an insolvency practitioner was appointed.

However, Zaid Fares Al-Safee’s failed to deliver Exotic Global Limited’s accounting records to the insolvency practitioner and this led to a report being submitted to the Secretary of State highlighting Zaid Fares Al-Safee’s lack of co-operation.

The Insolvency Service then carried out an in-depth investigation but the continued absence of accounting records prevented the government agency from being able to verify who had control of Exotic Global Limited’s affairs.

This included the income and expenditure of the company, including Zaid Fares Al-Safee’s remuneration, the acquisition or subsequent disposal of assets and the full nature of Exotic Global Limited’s trading activities.

Trading activities that were unexplained included the purchase and sale of 14 luxury vehicles in excess of £1.2 million, VAT assessments totalling £498,106.80, the expenditure of a £318k loan, as well as the purchase and sale of 45 vehicles totalling £354,553 and two personalised number plates totalling £40,023.

After a two-day trial, ICC Judge Jones in the High Court ordered on 14 March 2018 that Zaid Fares Al-Safee was to be disqualified for 13 years, banning him from directly or indirectly becoming involved in the promotion, formation or management of a company without the permission of the court.

Ken Beasley, Official Receiver for the Insolvency Service, said:

“Maintaining and keeping adequate accounting records is a legal requirement for all companies. Failure to do so is serious misconduct and the length of Mr Zaid Fares Al-Safee’s disqualification reflects this.”

Mr Zaid Fares Al-Safee is from London and his date of birth is May 1988.

Exotic Global Limited (Company Registration number 08753565) was incorporated on 29 October 2013 and traded from Park West Garage, Underground Car Park, Park West Place, London, W2 2QZ.

The Investigation found that between 29 October 2013 and 03 June 2015, Zaid Fares Al-Safee failed to ensure that Exotic Global Limited maintained or preserved adequate accounting records or in the alternative, he failed to deliver up such records as were maintained or preserved.

A disqualification order has the effect that without specific permission of a court, a person with a disqualification cannot:

  • act as a director of a company
  • take part, directly or indirectly, in the promotion, formation or management of a company or limited liability partnership
  • be a receiver of a company’s property

Disqualification undertakings are the administrative equivalent of a disqualification order but do not involve court proceedings. Persons subject to a disqualification order are bound by a range of other restrictions.

The Insolvency Service administers the insolvency regime, investigating all compulsory liquidations and individual insolvencies (bankruptcies) through the Official Receiver to establish why they became insolvent. It may also use powers under the Companies Act 1985 to conduct confidential fact-finding investigations into the activities of live limited companies in the UK. In addition, the agency authorises and regulates the insolvency profession, deals with disqualification of directors in corporate failures, assesses and pays statutory entitlement to redundancy payments when an employer cannot or will not pay employees, provides banking and investment services for bankruptcy and liquidation estate funds and advises ministers and other government departments on insolvency law and practice.

Press release: Foreign Secretary Boris Johnson attends G20 talks in Buenos Aires

As part of his five-day tour of Latin America, Foreign Secretary Boris Johnson will attend today’s (21 May) G20 meeting of Foreign Ministers in Buenos Aires.

Mr Johnson will have bilateral meetings with a number of foreign ministers in the margins of the G20, including China’s Wang Yi, South Korea’s Kang-Kyung-wha, and Turkey’s Mevlut Cavusoglu.

Foreign Secretary Boris Johnson said:

The G20 meeting in Buenos Aires is the ideal platform for the UK to continue to raise some of the most pressing issues in the world today, including fighting terrorism, tackling modern slavery, combatting the illegal wildlife trade, and raising standards of education for women and girls around the world.

While in Buenos Aires, the Foreign Secretary will also hold a meeting with Argentina’s Security Minister, Patricia Bullrich, where both countries will sign a memorandum of understanding on a number of global issues.

Press release: Companies House staff thanked for supporting Merthyr man’s mammoth cycle challenge

Chris Daniels, 55, is hoping to cover the equivalent 18,000 miles – all while seated on a static bike – to set a world record and raise money for cancer charities.

Former civil servant Chris spent a week peddling furiously in the foyer at Companies House in Cardiff, where staff donated generously and even joined him during the virtual ride.

Chris, from Merthyr Tydfil, is undertaking the feat in memory of his late wife, Rita, who sadly died in 2016 after a battle with bowel cancer.

Chris said:

Rita wanted to raise awareness and funds to fight all forms of cancer so in her honour I will be riding for Bowel Cancer UK, Velindre Cancer Centre and Cancer Research Wales.

Rita was an incredibly inspirational person but sadly we lost her to bowel cancer. I’m doing this for her and everybody else who has been affected by cancer.

He has staged rides at venues across Wales, where people have donated money and joined in to raise funds for cancer charities of their choosing.

So far, the efforts of Chris and his supporters have raised nearly £60,000 for 25 cancer charities.

He added:

We’ve had amazing support at places like Companies House from amazing people who have shown incredible generosity.

Every bit of that keeps me going.

Louise Smyth, Chief Executive of Companies House, said:

Well done to Chris who has taken on this mammoth challenge for a really worthy cause that affects so many of us.

It’s great to see so many people at Companies House give up their time, money and sweat in support of that and with big smiles.

Chris’ attempt, which began in December 2017, will be broken into four stages, which will see him cover vast distances across Europe, North America, Asia and Australia.
