Press release: Statement on the proposed merger between Comcast Corporation and Sky plc

On 7 May 2018, Comcast Corporation formally notified the European Commission of its intention to acquire the entire issued share capital of Sky plc.

Under section 58 of the Enterprise Act 2002 (“the Act”), the Secretary of State has the powers to intervene in certain media mergers on public interest grounds.

Having reviewed the relevant evidence available, I can confirm that I have today written to the parties to inform them that I am minded not to issue an EIN on the basis that the proposed merger does not raise concerns in relation to public interest considerations which would meet the threshold for intervention.

This is a quasi-judicial decision and I am required to make my decision independently, following a process that is scrupulously fair and impartial, and as promptly as quickly as possible.

I will now allow until 5pm on Thursday 24 May for interested parties to submit written representations, and I aim to come to a final decision on whether to intervene in the merger shortly.

Press release: £400m A1 upgrade brings safer, faster journeys for drivers

The £400m Highways England upgrade – the biggest road building project in the north of England – means there are now motorway links all the way between Newcastle and London.

The extra capacity which comes from adding an extra lane in each direction near Catterick promises to reduce journey times by a fifth, and with safety benefits leading to less accidents, it is predicted to pump more than £1billion in the economy.

Over the next 60 years the improved road is predicted to prevent 450 accidents and save 20 lives.

The upgrade is part of the government’s £15 billion roads investment strategy, which is transforming the road network and improving connections between cities.

Secretary of State for Transport Chris Grayling said:

Our record investment to improve our roads is making a real difference to people’s lives – providing quicker and safer journeys for millions of drivers.

This scheme will not only save motorists time stuck in traffic, but will also help unlock £1 billion into the economy.

It also fills in the missing link to provide motorway-standard roads between Newcastle and London, helping businesses in the north by opening up new opportunities thanks to better and more reliable connections to the rest of the country.

Highways England Senior Project Manager Tom Howard said:

This is great news for the almost 70,000 drivers who already use this section every day and whose journeys will be safer and faster.

At the same time we’ve also made it easier for local people to access the A1 safely, and we’ve planted miles of hedgerows and acres of woodland.

This has been the biggest road project in the north and I would like to thank everybody involved in the scheme for their hard work and commitment in making it happen.

A total 13 miles of the route between Leeming and Barton has been upgraded to motorway standard, with an extra lane added in each direction. It means drivers using the M1 and A1(M) can have motorway standard journeys between Newcastle and London.

The upgrade has made access to the motorway safer via a new junction at Catterick and an improved junction at Scotch Corner.

The improvements also include 11 miles of new local access road, improving safety for local traffic and the surrounding communities as well as providing an improved route for cyclists, equestrians and pedestrians. There are also 10 new bridges to help people more easily get from one side to the other.

The project created more than 800 jobs, with 11 apprentices and 15 graduates recruited to the scheme.

To benefit the local environment 28 hectares of new woodland have been established and 18 miles of new hedgerows have been planted.

The improvements will translate into huge benefits for the economy.

David Laws, Chief Executive at Leeds Bradford Airport, said:

The A1 Leeming to Barton scheme will help to play a big part in improving surface access connectivity to Leeds Bradford Airport and this upgrade will ensure the economic benefits the airport can deliver for the wider Leeds City Region will be accelerated.

Contractors for Highways England will still be on the site over the next few weeks while they complete minor work such as landscaping.

Press release: Merseyside drivers urged not to risk road workers’ lives

Contractors for Highways England have reported 23 separate incidents in the past two months where road users have driven into the roadworks for the £3 million improvement project at Switch Island, where the M57, M58 and three A roads all join together.

Incidents have included a lorry driver who travelled through the construction area without stopping forcing road workers to quickly get out of the way, a motorcyclist who swerved around a worker when he tried to stop the driver to explain the dangers, and the driver of a 4×4 who swore at a worker who tried to offer advice before driving away.

Drivers are now being warned that their details will be passed on to Merseyside Police and they could face prosecution if they deliberately ignore roads closures to try and save time on their journeys.

Karl Sandiford, 48 from Bolton, has worked on the motorways for 18 years. The married father-of-one is a site supervisor for Highways England contractor Balfour Beatty Mott MacDonald and is currently working nights at Switch Island. He said:

We get frequent incidents where drivers break through our road closures. Most are people who simply do not care and ignore the cones and signs that are installed to protect us.

We have enough to think about while getting the job done. What I and everyone else working, not just on this site but anywhere on the motorway network, can do without is the chance that we could get run over.

We’ve all got families and it only takes a second for someone to be hit by a vehicle that shouldn’t be there, and then that’s that person’s life and their family’s lives ruined.

On average there are nearly 300 incidents a week of road users driving into coned-off construction areas, risking the lives of road workers who are busy improving England’s 4,300 miles of motorways and major A roads. They included over 1,200 incidents in the North West alone during a three-month period last year.

Phil Tyrrell, Highways England Project Manager for the Switch Island scheme, said:

This is a complex engineering scheme which will result in much better journeys through the junction, and our road workers should be able to concentrate on the job they’re doing.

We’ve deliberately planned the project so that sections of the junction are only closed overnight when traffic levels are much lower, and clearly-signed diversions are in place to help drivers get to their destinations.

Drivers who selfishly and illegally ignore the closures to force their way through are putting both their lives and those of our road workers at risk – all to save a few minutes on their journeys.

The Switch Island improvement scheme includes changes to the road layout and lane markings, new barriers between carriageways, coloured high friction surfaces, better signs and a new 400 metre shared cycle path.

Airport-runway-style LED lights are also being installed in the road surface which will light up when traffic lights turn green so drivers can clearly see which lane they should follow.

And new signs will be displayed on three new gantries over the A5036 Dunnings Bridge Road, A59 Ormskirk Road and A5758 Brooms Cross Road to help drivers get into the correct lane to continue their journeys.

Press release: Appointment of Public Service Leadership Taskforce Chair and Members

Sir Gerry Grimstone has been appointed as the Chair of the Public Service Leadership Taskforce, which will advise the government on the role of leadership development in improving productivity and outcomes across public services.

Sir Gerry has appointed his Taskforce and work is underway to consider how a Centre for Public Service Leadership can best work to create networks and share best practice across the public services.

As set out at Autumn Budget 2017, great leadership is crucial for improving productivity and outcomes across public services. The Taskforce will play an important role in supporting this, advising government on the role, remit and responsibilities of the Centre for Public Service Leadership.

The Taskforce brings together experts from across the public, private and third sectors and will meet regularly. It will submit its findings in a report to Ministers.

Sir Gerry Grimstone, Chair of the Taskforce, said: “Excellent leadership is crucial to delivering the quality public services people rely upon. I am delighted at these appointments, and look forward to working with this group of leading experts to support public service leaders to deliver the highest quality services at the best value for money”.

Press release: Aarti Thakor appointed as Charity Commission’s new Director of Legal Services

The Charity Commission, the independent regulator of charities in England and Wales, has today announced that Aarti Thakor has been appointed as its new Director of Legal Services.

Aarti has been part of the Commission’s legal services directorate since 2008 and is currently Head of Legal Compliance, providing legal advice on the highest risk and most complex investigations into charities and other high risk matters. During her time in the role, Aarti has contributed to a number of legislative changes and recently led the Commission’s work in the development of the Charities Act 2016 and its passage through Parliament. Prior to joining the Commission, Aarti served as in house Counsel for the United Nations in Rwanda and at the Commonwealth Secretariat in London, and has also worked as a barrister in chambers dealing with a number of civil and criminal matters.

Helen Stephenson, Chief Executive of the Charity Commission, said:

I am delighted to welcome Aarti to my senior team as Legal Services Director. Aarti was the outstanding candidate among a strong group of applicants and brings exceptional leadership qualities, as well as extensive technical expertise and experience. They are influential in the continued development of the future legal framework for charities and are closely involved in developing parliamentary bills, secondary legislation and Charity Commission guidance to develop the law and policy affecting charities and charity regulation. The Director of Legal Services is also responsible for all litigation involving the Commission.

Aarti replaces Kenneth Dibble who relinquished the role in March 2018 after being appointed as a board member.
Aarti takes up the role from today (21 May).

Summary

At around 15:50 hrs on 1 June 2017, a pedestrian was struck and fatally injured by a train travelling from Cheltenham Spa to Maesteg, at Trenos footpath crossing near Llanharan, Rhondda Cynon Taf, South Wales. The pedestrian had walked onto the crossing, and did not move clear when the train driver repeatedly sounded the train horn and applied the emergency brake.

Approximately 20 minutes before the accident, another train had stopped at the crossing when its driver observed the pedestrian walking slowly over the crossing. The guard on this train had a short conversation with the pedestrian and, because he was concerned about her state of mind, asked his train driver to contact the signaller by radio. The driver’s radio call was answered by a signaller located in Cardiff who relayed the message to a signaller at Port Talbot who was responsible for the Trenos area. As a result, the signaller was asked to stop trains at signals before the crossing and instruct drivers to proceed at caution when approaching the crossing. Based on out-of-date and misleading information shown on his display screen, the Port Talbot signaller put signals to red on either side of a closed crossing about 0.75 miles (1.2 km) from Trenos crossing. Shortly afterwards, he returned these signals to green, so the driver of the train involved in the accident was not cautioned and the train approached the crossing at normal speed.

The accident occurred because the pedestrian walked onto the crossing and into the path of an approaching train. However, it is possible that cautioning the train in accordance with railway rules would have avoided the accident. It is possible that the Port Talbot signaller’s decision making was influenced by fatigue.

Recommendations

The RAIB has made one recommendation relating to the accuracy of signallers’ displays. It has also identified three learning points. The first relates to the responsibility of staff to both report fatigue to their managers and to arrange their off-duty time so that they have sufficient sleep before the start of a shift. The second refers to the provision of, and familiarity with, up to date reference diagrams needed by signallers, and the third to the importance of signallers recording details about the cautioning of trains.

Press release: Campaign branches out to protect UK’s mighty oaks

A major new campaign to protect the UK’s mighty oak trees from threats including pests and diseases has been officially launched at the 2018 Chelsea Flower Show by Lord Gardiner, Defra’s Biosecurity Minister.

The Action Oak Partnership – made up of charities, environmental organisations and landowners – is seeking to raise £15 million for research and monitoring to help safeguard the 121 million oaks in UK woodlands.

Work will include capturing the first detailed picture of the current health of oaks trees, helping to gain a greater understanding of how to preserve their iconic position in our landscape for generations to come.

The campaign contributes to the Government’s 25-year Environment Plan, which was launched by the Prime Minister in January, by helping to strengthen biosecurity and build resilience to protect oaks for future generations. It also builds on the £37 million the Government is already investing in tree and plant health research.

Action Oak is supported by The Prince of Wales, who convened a cross-sector meeting on the issue of plant health and biosecurity at Highgrove, his residence in Gloucestershire, in February. HRH is also the Patron of Woodland Heritage, the charity that will be administering funds raised by the campaign.

Defra Biosecurity Minister Lord Gardiner said:

Protecting our country from pests and diseases, so our trees and plants can thrive in the future, is a priority for this Government and we are proud to be backing this campaign.

The Action Oak Partnership provides a one-off opportunity to shape the future of our oak trees and make sure they continue to have a place in our landscape.

The combined knowledge of all the organisations involved will be vital in protecting these majestic trees, contributing to help us be the first generation to leave the environment in a better state than we found it.

The Action Oak Partnership includes The Woodland Trust, Woodland Heritage, National Trust, The Duchy of Cornwall, Forest Research, Royal Botanical Gardens Kew, the Forestry Commission and the Northern Ireland Forest Service, and is supported by Defra, Scottish, Wales and Northern Ireland governments.

The Animal and Plant Health Agency (APHA), supported by the organisations involved in the Partnership, will have a stand at RHS Chelsea dedicated to Action Oak. At the stand visitors will be able to learn about how oak trees have shaped our history, the threats the face and how they can be protected.

Action Oak has already attracted support from foundations, businesses, artists and celebrities including:

  • Dame Judi Dench, a well-known tree lover – a 3D scan of her favourite oak tree will be displayed on the Action Oak stand at Chelsea
  • British ceramicist Emma Bridgewater – has created a bespoke Action Oak mug which will go on sale later in the year in support of Partnership, with a portion of the proceeds going towards Action Oak research
  • The Monument Trust, one of the Sainsbury Family Charitable Trusts – has donated a further £500,000 towards research into Acute Oak Decline (AOD)
  • The JABBS Foundation, a private family charitable foundation based in Birmingham – has pledged over £565,000 towards research examining oak tree defences at the University of Birmingham for Forest Research

Geraint Richards, Duchy of Cornwall head forester, said:

The oak is our country’s most important tree, an iconic species and the provider of numerous benefits to us and our environment.

We must do all that we can to preserve the health of our oak trees for future generations.

Beccy Speight, chief executive for the Woodland Trust, said:

We need to take a serious look at the threats our trees and woods are facing. As we approach a post-Brexit world, we need to take opportunities to make the UK’s landscape more resilient, and combat invasive pests and diseases head-on. Our shared responsibilities span from ensuring the supply of new, UK-sourced saplings to better care for our ancient trees.

We are proud to be a part of Action Oak. The oak supports an astonishing amount of wildlife, but is also an iconic part of our culture and heritage. By working together we plan to make the necessary changes to safeguard our most treasured native tree, for decades to come.

Lewis Scott, co-founder and trustee of Woodland Heritage said:

My co-Founder, Peter Goodwin, single-handedly raised £2million towards research into Acute Oak Decline (AOD) before his untimely death last year.

This money has enabled so much research to have been undertaken over the last decade, but the threats to the oak go far beyond AOD, itself not yet fully understood.

It is wonderful, therefore, for Woodland Heritage to now be part of a unique initiative that is tackling the wide range of risks the oak faces head-on, helping to ensure that the mighty oak can be enjoyed by generations to come.

Press release: PM to set out ambitious plans to transform outcomes for people with chronic diseases

Ambitious new plans set out by the Prime Minister today will see around 22,000 fewer people dying from cancer each year by 2033.

Speaking in Macclesfield, the Prime Minister will use a speech to challenge the NHS, Artificial Intelligence (AI) sector and health charities to use data and AI to transform the diagnosis of chronic diseases.

The plans will see at least 50,000 people each year diagnosed at an early stage of prostate, ovarian, lung or bowel cancer – people who would have otherwise been diagnosed at a later and more deadly stage.

This would be done through using emerging technologies to cross reference people’s genetics, habits and medical records with national data to spot those at an early stage of cancer – empowering doctors to make referrals to an oncologist earlier and even ahead of clear symptoms developing.

The Prime Minister is expected to say:

Late diagnosis of otherwise treatable illnesses is one of the biggest causes of avoidable deaths.

And the development of smart technologies to analyse great quantities of data quickly and with a higher degree of accuracy than is possible by human beings opens up a whole new field of medical research and gives us a new weapon in our armoury in the fight against disease.

Achieving this mission will not only save thousands of lives. It will incubate a whole new industry around AI-in-healthcare, creating high-skilled science jobs across the country, drawing on existing centres of excellence in places like Edinburgh, Oxford and Leeds – and helping to grow new ones.

Sir Harpal Kumar, CEO of Cancer Research said:

Earlier detection and diagnosis could fundamentally transform outcomes for people with cancer, as well as saving the NHS money. The Government’s mission to revolutionise healthcare using the power of artificial intelligence is pioneering. Advances in detection technologies depend on the intelligent use of data and have the potential to save hundreds of thousands of lives every year. We need to ensure we have the right infrastructure, embedded in our health system, to make this possible.

Press release: Foreign Secretary arrives in Argentina ahead of G20 Foreign Ministers’ meeting and lays a wreath to honour the Fallen of the Falkland Islands conflict

During the visit he will represent the UK at G20 summit, on Monday 21 May, and hold bilateral meetings with President Mauricio Macri and Foreign Minister Jorge Faurie.

Speaking on arrival in Argentina Foreign Secretary Boris Johnson said:

The relationship between the UK and Argentina has come a long way over the past few years and this visit will be an opportunity to build on and enhance ever closer co-operation on trade, investment, cultural ties, tackling corruption and organised crime, and increasing links in science and technology.

As the UK leaves the European Union, my message is that the UK is open for business. I look forward to a new chapter in our relationship, and booming trade prospects, after the UK leaves the European Union.

In the first visit by a British Foreign Secretary to Argentina in 22 years, Mr Johnson joined Foreign Minister Faurie, Defence Minister Agaud and Security Minister Bullrich at a ceremony at the ‘Monument to the Fallen’. Mr Johnson laid a wreath in honour of those who died on both sides of the 1982 Falkland Islands conflict.

Speaking ahead of the ceremony Foreign Secretary Johnson said:

It is an honour to join Foreign Minister Faurie today, and to lay a wreath at the Monument to the Fallen, commemorating all those who died in the Falkland Islands conflict.

On Monday (21 May) Mr Johnson will attend the G20 Foreign Ministers’ meeting, a summit for 19 countries and the European Union, which will focus on the themes of “Multilateralism and Global Governance” and “Action for a Fair and Sustainable Development”.

Press release: Foreign Secretary arrives in Peru for first visit of a British Foreign Secretary in over 50 years

In the first visit of a British Foreign Secretary to Peru in over 50 years, Mr. Johnson will join Peruvian President Martin Vizcarra and other high level Peruvian officials on a visit to Iquitos, located in the Amazon. The Peruvian Foreign Minister Nestor Popolizio will accompany Mr Johnson to an animal rescue centre to see animals rescued as part of crackdown on the illegal wildlife trade. The two foreign ministers will also sign a treaty on the Mutual Recognition of Qualifications, facilitating greater exchange of people and opportunities for students from both the UK and Peru.

The Foreign Secretary will invite Peru to become a partner at then London 2018 Illegal Wildlife Trade Conference in London taking place in October this year.

Speaking ahead of his visit Foreign Secretary Boris Johnson said:

I am delighted to be the first British Foreign Secretary to visit Peru in over 50 years. I look forward to meeting President Vizcarra to strengthen our relationship and discuss areas that we both care passionately about, such as protecting the biodiversity of the Amazon, as well as underlining the opportunities for British business in South America.

Peru is already taking important steps on tackling the illegal wildlife trade and I look forward to building on this work together at the summit in London in October this year.

The Foreign Secretary will also visit a remote community on an island in the Amazon River to see first-hand the education challenges in Peru, where 34% of rural girls are illiterate and will also launch a UK-funded solar energy project that is providing energy for the school and its 140 pupils using British lithium battery technology.

The Foreign Secretary will also travel to Peru’s capital Lima, to visit the site of the Lima 2019 Pan American and ParaPan American Games, the world’s fourth largest sporting event in the world.

The UK is already providing Peru with technical support and knowledge sharing to help deliver the Pan Am and Para Pan American Games, the legacy of the London 2012 Olympics is widely recognised as an example of international best practice.

The UK will be providing £177 million for a Sustainable Infrastructure Programme, developed by BEIS (Department for Business, Energy, and Industrial Strategy) and delivered by the Inter-American Development Bank (IDB), to encourage further carbon reduction in Peru and three other Latin American countries.

During the visit the Foreign Secretary and President Vizcarra will discuss how to build on the success of this partnership and make the UK’s world class expertise available to accelerate a much wider range of infrastructure projects in Peru.
