This Order makes changes to electoral arrangements for the district of Warwick following recommendations made by the Local Government Boundary Commission for England. The area of the district remains unchanged. The changes made by this Order apply in respect of local government elections held on and after the ordinary day of election of councillors in 2019.

Part III of the Transport Act 2000 authorises the Secretary of State to make, amend or revoke a trunk road charging scheme in respect of roads for which the Secretary of State is the traffic authority, and which are carried by a bridge, or pass through a tunnel, of at least 600 metres in length. The M4 and M48 Motorways (Severn Bridges Charging Scheme) Order 2017 (“the 2017 Order”) introduced a charging scheme in respect of the roads carried by the Severn Bridges (“the bridges”).

These Rules amend the Local Elections (Principal Areas) (England and Wales) Rules 2006 (S.I. 2006/3305) (“the 2006 Rules”). The amendments made by these Rules apply only in relation to elections in England. The amendments made by these Rules will apply in relation to elections of councillors of the council of a principal area (that is a county, district or London borough) in respect of which the date of the poll stated in the notice of the election is on or after 2nd May 2019.

These Regulations are made in exercise of the powers conferred by sections 8(1), 23(1) and (6) and 24(3) of, and paragraph 21(b) of Schedule 7 to, the European Union (Withdrawal) Act 2018 (c. 16).

These Regulations are made in exercise of the powers in section 8(1) of, and paragraph 21 of Schedule 7 to, the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(c)) arising from the withdrawal of the United Kingdom from the European Union.
