The Customs (Contravention of a Relevant Rule) (Amendment) Regulations 2018

These Regulations amend the Customs (Contravention of a Relevant Rule) Regulations 2003 (S.I. 2003/3113) (‘the 2003 Regulations’). The 2003 Regulations provide in part for penalties for contravention of rules set out in EU legislation. These Regulations replace references to the Community Customs Code and associated legislation which have lapsed with references to the Union Customs Code and associated legislation that are currently in force.

The Education (Student Support) (Amendment) (No. 3) Regulations 2018

Part 11 of the Education (Student Support) Regulations 2011 (S.I. 2011/1986) (“the Student Support Regulations”) makes provision to ensure that eligible part-time students undertaking designated part-time courses may receive financial support in connection with those courses by way of fee loans, grants or allowances. These Regulations amend the Student Support Regulations to provide that eligible part-time students who begin designated part-time courses on or after 1st August 2018 may also receive loans for living costs in respect of some categories of such courses.

The Police Powers of Designated Civilian Staff and Volunteers (Excluded Powers and Duties of Constables) Regulations 2018

Part 1 of Schedule 3B of the Police Reform Act 2002 (c. 30) sets out a list of powers that are reserved solely for use by constables, and cannot be used by civilians employed by police forces, or police volunteers, and designated with police powers under section 38 of that Act. These Regulations insert an additional power of a constable into the list of reserved powers in Part 1 of Schedule 3B. The power of a constable to be added into Part 1 of Schedule 3B is the power to conduct an intimate search under section 55(6) of the Police and Criminal Evidence Act 1984 (c. 60) where an officer of at least the rank of Inspector considers it not practicable for a suitably qualified person to conduct such a search.
